Job summary

Hatched Recruitment Group is recruiting an experienced Systems and Resource Manager for Lisburn & Castlereagh City Council's Sports Services, based at Lagan Valley LeisurePlex, Lisburn. This 12-month assignment leads quality assurance, procurement, systems and business improvement across leisure services.

The role offers £20.66 per hour (PAYE), 37 hours per week, hybrid: 4 days in the office and 1 day from home where feasible, starting Monday 19 October 2026.

Qualifications

• Degree or equivalent (or 5 years’ relevant experience).
• 3+ years managing a business or administrative function.
• 3+ years in developing operational plans, ICT support for service delivery, financial procedures, and external quality models.

Responsibilities

• Lead Quality Assurance and external schemes (Investors in People, Customer Service Excellence).
• Lead procurement across Sports Services, drafting specs and tenders, monitor contracts.
• Manage and develop Legend Leisure Management software to support service delivery.
• Develop Vitality Household Programme to drive income and participation.
• Conduct efficiency reviews and internal audits; develop improvement plans.
• Ensure GDPR compliance across facilities and train staff.
• Build strong relationships with council units and external partners.

Hatched Recruitment Group is recruiting an experienced Systems and Resource Manager to join Lisburn & Castlereagh City Council's Sports Services management team for 12 months. This is a senior role leading quality assurance, procurement, systems and business improvement across the council's leisure services.

What you'll be doing:

• Leading the Quality Assurance team, including external quality schemes such as Investors in People and Customer Service Excellence
• Leading procurement across Sports Services, including drafting specifications and tender documents and monitoring contracts
• Controlling and developing the Legend Leisure Management software to support service delivery and income generation
• Developing the Vitality Household Programme as a key income and participation driver at Lagan Valley LeisurePlex
• Carrying out efficiency reviews and internal audits of policies and procedures, and developing business improvement action plans
• Making sure GDPR requirements are maintained across all Sports Services facilities, including staff training
• Building strong relationships with council units, external providers and partners

What you'll need:

• A degree or equivalent (or at least 5 years' relevant experience instead)
• At least 3 years' experience managing a business or administrative function
• At least 3 years' experience in each of the following:
• developing operational business plans
• developing the use of ICT to support service delivery and income generation
• introducing, implementing and monitoring financial procedures
• implementing and maintaining external quality models such as Customer Service Excellence
• A full UK driving licence and access to a car, or other transport that meets the needs of the role
