Job summary

Hatched Recruitment Group is recruiting an experienced Systems and Resource Manager to join Lisburn & Castlereagh City Council's Sports Services on a 12-month basis at Lisburn’s Lagan Valley LeisurePlex. The role leads quality assurance, procurement, systems and business improvement across leisure services, with a hybrid working pattern.

The post requires a degree (or 5 years’ experience) plus 3+ years in managing a function, plus hands-on experience in QA, procurement, ICT-enabled service

Qualifications

• Degree or equivalent (or 5 years' relevant experience)
• At least 3 years' experience managing a business or admin function
• 3+ years in developing operational business plans
• 3+ years in ICT to support service delivery and income generation
• 3+ years in implementing and maintaining financial procedures
• 3+ years implementing external quality models such as Customer Service Excellence
• Full UK driving licence and access to a car

Responsibilities

• Leading the Quality Assurance team, including Investors in People and Customer Service Excellence
• Leading procurement across Sports Services, including drafting specifications and tender documents
• Monitoring contracts and developing business improvement action plans
• Controlling and developing the Legend Leisure Management software to support service delivery
• Developing the Vitality Household Programme as an income driver
• Ensuring GDPR requirements are maintained across all facilities

£20.66 per hour (PAYE)

37 hours per week, Monday to Friday (hybrid: 4 days in the office, 1 day from home where feasible)

52-week assignment, starting Monday 19 October 2026

Hatched Recruitment Group is recruiting an experienced Systems and Resource Manager to join Lisburn & Castlereagh City Council's Sports Services management team for 12 months. This is a senior role leading quality assurance, procurement, systems and business improvement across the council's leisure services.

What you'll be doing:

• Leading the Quality Assurance team, including external quality schemes such as Investors in People and Customer Service Excellence
• Leading procurement across Sports Services, including drafting specifications and tender documents and monitoring contracts
• Controlling and developing the Legend Leisure Management software to support service delivery and income generation
• Developing the Vitality Household Programme as a key income and participation driver at Lagan Valley LeisurePlex
• Carrying out efficiency reviews and internal audits of policies and procedures, and developing business improvement action plans
• Making sure GDPR requirements are maintained across all Sports Services facilities, including staff training
• Building strong relationships with council units, external providers and partners

What you'll need:

• A degree or equivalent (or at least 5 years' relevant experience instead)
• At least 3 years' experience managing a business or administrative function
• At least 3 years' experience in each of the following:
  • developing operational business plans
  • developing the use of ICT to support service delivery and income generation
  • introducing, implementing and monitoring financial procedures
  • implementing and maintaining external quality models such as Customer Service Excellence
• A full UK driving licence and access to a car, or other transport that meets the needs of the role
