An established infrastructure contractor is looking to appoint an experienced HSQE Manager to support a major Grid Supply Point (GSP) connection project in Hampshire.

This is an excellent opportunity for an HSQE professional with a strong background in substations, power transmission and distribution (T&D), and associated cable installation and street works.

This is an office- and site-based position, requiring a consistent on-site presence. The role does not offer working from home.

The successful candidate will take responsibility for supporting and maintaining high standards of health, safety, quality and environmental performance across the project, working closely with site teams, project management and subcontractors to ensure safe, compliant and high-quality delivery.

Key Responsibilities
  • Lead and support the implementation of health, safety, quality and environmental standards across the project.
  • Provide visible HSQE leadership across substation and power infrastructure works.
  • Monitor site activities, ensuring compliance with relevant legislation, company procedures and project requirements.
  • Conduct site inspections, audits and assurance activities, identifying areas for improvement and ensuring corrective actions are implemented.
  • Review and monitor risk assessments, method statements (RAMS), safe systems of work and associated project documentation.
  • Support safe delivery of cable excavation, cable laying, street works and associated electrical infrastructure activities.
  • Work closely with project managers, engineers, supervisors and subcontractors to promote a positive safety culture.
  • Investigate incidents, near misses and non-conformances, identifying root causes and implementing preventative measures.
  • Support quality assurance processes, ensuring works meet the required standards and project specifications.
  • Monitor environmental controls and ensure appropriate measures are in place throughout project delivery.
  • Deliver toolbox talks, briefings and HSQE guidance to site personnel.
  • Maintain accurate HSQE records, reports and documentation, providing updates on performance, trends and areas for improvement.
  • Ensure appropriate standards are maintained across subcontractors and the wider project team.
Requirements
  • Proven experience in an HSQE, HSEQ or SHEQ management role within power transmission and distribution, utilities or major infrastructure.
  • Strong substation experience is essential, ideally within HV infrastructure or associated grid connection projects.
  • Experience supporting cable excavation, cable installation and laying, and street works.
  • Sound knowledge of construction health and safety legislation, risk management and safe systems of work.
  • Experience conducting site inspections, audits, incident investigations and compliance monitoring.
  • The ability to engage effectively with site teams, project managers, subcontractors and client representatives.
  • A proactive approach to improving safety, quality and environmental performance.
  • Strong communication, organisational and reporting skills.

  • £75,000-£85,000 per annum, depending on experience.
  • Commercial vehicle provided.
  • Opportunity to take a key HSQE role on a major grid connection project.
  • Exposure to significant power infrastructure and substation works.
