Job summary

Sheffield City Council is transforming its Housing Service and seeks a Performance and Insight Service Manager to lead the new Housing Performance and Insight Service, guiding data, insight and tenant engagement to improve outcomes for tenants and residents.

Reporting to the Assistant Director of Strategy & Regulation, you will set governance, ensure data quality, deliver timely reporting, and work with senior leaders to embed evidence-based decision making across the service.

Qualifications

• Experience leading performance, insight, business intelligence or data functions within a complex organisation.
• Experience developing and implementing performance frameworks, governance arrangements and reporting systems.
• Strong analytical skills with the ability to interpret complex information and turn insight into action.
• Experience of working in regulatory environments.
• Excellent leadership and people management skills.
• Commitment to improving outcomes for residents through performance excellence and tenant engagement.

Responsibilities

• Lead the Housing Performance and Insight Service and set the strategic direction for performance, data, insight and tenant engagement across Housing.
• Develop and embed Housing's Performance and Data Framework.
• Ensure the delivery of accurate, timely and meaningful performance reporting and statutory returns.
• Provide high-quality intelligence and insight to support strategic decision-making and service improvement.
• Champion data governance, quality assurance and information management practices.
• Drive a culture of evidence-based decision-making and continuous improvement.
• Oversee the development of dashboards, reporting products and performance frameworks.
• Ensure tenant voice and resident feedback directly influence priorities, service design and improvement activity.
• Support Housing's regulatory compliance, inspection readiness and assurance arrangements.
• Build strong relationships across Housing, the Council and external partners to influence outcomes and drive improvement.
