Job summary

West Northamptonshire Council is seeking a Highways Development Management Engineer to assess transport and highways impacts of planning applications and provide practical technical advice. You will negotiate with developers for necessary improvements and oversee the design and delivery of works funded by developers.

You will coordinate Section 106 and Section 278 contributions, manage budgets, monitor risk, and report progress to ensure high standards of highways delivery.

Qualifications

• A solid understanding of highways engineering principles and the development management process.
• Knowledge of planning legislation, transport policy and sustainability in local government.
• Strong interpersonal and communication skills for working with colleagues, developers and stakeholders.

Responsibilities

• Assess transport and highways impacts of planning applications and provide practical technical advice.
• Negotiate with developers to secure necessary improvements and safe, sustainable solutions.
• Coordinate developer contributions including Section 106 and Section 278 agreements and oversee delivery of works.
• Manage budget, monitor risk and report progress to ensure high standards of delivery.
• Embed improved processes for managing developer funding and ensure timely allocation and delivery.
