Overview

Exciting Opportunity for a Highway Development Control Engineer in the East Midlands

A contract opportunity has become available for a detail-oriented Highway Development Control Engineer to join the Highways Development Management team in the East Midlands. Working on behalf of a local authority, you will assess and manage the highway implications of new developments, ensuring residential, commercial, and strategic schemes align with highway safety, design standards, and planning policy.

Responsibilities

• Assess the impact of planning applications on the highway network and provide formal technical responses.
• Liaise with planning authorities, developers, and consultants to ensure proposed developments meet highway standards.
• Review and comment on Transport Assessments, Travel Plans, and other supporting documentation.
• Recommend appropriate highway mitigation and improvement measures in line with policy and legislation.
• Undertake site visits to assess existing conditions and verify developer proposals.
• Prepare and review Section 38 and Section 278 technical submissions for highway adoption and improvements.
• Provide expert advice and support at planning committee meetings and public inquiries as required.
• Collaborate with internal teams including Traffic, Transport Planning, and Legal to support delivery of development-led infrastructure.
• Manage multiple projects and deadlines within a fast-paced planning environment.
• Support the coordination of developer-funded highway works, including timescales and technical approvals.

Key experience and qualifications

• Working within a Highways Development Management, Highway Engineering, or Planning team.
• Assessing planning applications from a highways and transportation perspective.
• Preparing and evaluating Section 38/278 technical drawings and documentation.
• Working knowledge of the Highways Act 1980, Design Manual for Roads and Bridges (DMRB), and Manual for Streets.
• Interpreting and applying highway policy, planning law, and design guidance.
• Strong written and verbal communication skills for internal reports and external consultation.
• A degree or equivalent in Civil Engineering or a related subject.
• Proficiency in using AutoCAD and GIS-based mapping tools (desirable).
• Experience working within or alongside local government or consultancy partners.
• Organised, proactive, and capable of balancing competing demands in a public-facing role.
