Job summary

Redcar & Cleveland Borough Council is seeking a Highway Operations Commercial Manager to lead commercial activities across highways projects. You will manage tenders, cost plans, procurement, NEC contracts and governance to deliver value for money.

The role works with the Transport, Engineering and Highways team to monitor performance, forecast budgets and report on financial performance, with hybrid working and generous annual leave.

Qualifications

• Experience in quantity surveying, estimating, or highways contract administration.
• Strong analytical, financial and procurement skills.
• Understanding of NEC contracts and public sector governance.
• Experience in commercial management.

Responsibilities

• Prepare estimates, bills of quantities, cost plans and tender documentation, while recording and managing all costs and income.
• Support subcontractor procurement and contract administration, evaluate tender submissions, manage schedules of rates, and administer NEC contracts.
• Monitor project performance from estimate to completion; set and manage labour targets; measure works for valuations.
• Provide accurate financial reporting, budget forecasting and performance analysis; help develop annual service delivery programmes.

Job description

We are excited to advertise an opportunity for a Highway Operations Commercial Manager working in the Transport, Engineering and Highways team. This is an exciting time to join the service at Redcar and Cleveland Borough Council, as we are currently expanding the team to strengthen our strategic and technical capacity to deliver the significant capital budget and revenue budget we have allocated to the service. In this role, you will be responsible for:

• Preparing estimates, bills of quantities, cost plans and tender documentation, while ensuring all costs and income are accurately recorded and managed
• You will support subcontractor procurement and contract administration, evaluate tender submissions, manage schedules of rates, and help administer NEC contracts to deliver value for money and effective project outcomes.
• Working closely with operational teams, you will:
  • Monitor project performance from estimate through to completion
  • Set and manage labour targets
  • Measure works for valuations
  • Provide accurate financial reporting, budget forecasting and performance analysis.
• You will also contribute to the development of annual service delivery programmes and help ensure services are delivered efficiently, effectively and in line with customer excellence standards.

The ideal candidate will have experience in quantity surveying, estimating, commercial management or highways contract administration, with strong analytical, financial and procurement skills and an understanding of NEC contracts and public sector governance requirements.
