Pinnacle Group are looking for a Head of Technical Services to lead the delivery, performance and continuous improvement of maintenance, compliance and asset services across Pinnacle Group's Homes Division. Reporting directly to the Divisional Director for Homes, the successful candidate will lead a multidisciplinary technical services function responsible for statutory compliance, repairs, maintenance, lifecycle investment and voids programmes across a diverse portfolio of more than 20,000 homes.

Our Homes Division delivers trusted housing management services across Affordable, Private Rented and Leasehold properties. We work with local authorities, registered providers and investors to support thriving communities.

This is a pivotal leadership role for a technically credible professional with strong social housing, property services or maintenance sector experience, capable of providing assurance across complex compliance, building safety and engineering obligations. With particular emphasis on compliance, building safety and technical governance, the postholder will provide expert leadership across high-risk residential assets and complex M&E systems, while helping shape the future direction of the Technical Services function. They will play a critical role in ensuring homes remain safe, compliant, sustainable and fit for the future, while delivering excellent outcomes for customers, clients and stakeholders

Key responsibilities will include:

Leading Technical Services

• Provide strategic and operational leadership across the Technical Services function.
• Develop and implement maintenance, compliance and asset management strategies.
• Drive continuous improvement, innovation and service excellence.
• Build a high-performing team culture focused on accountability, customer service and operational efficiency.
• Act as the senior technical authority within the Homes Division.

Repairs, Maintenance and Property Services

• Lead the delivery of responsive repairs, planned maintenance and cyclical programmes.
• Improve service performance, productivity and customer satisfaction.
• Ensure maintenance services are delivered safely, efficiently and in accordance with contractual and regulatory requirements.
• Support operational teams in resolving complex technical and service delivery challenges.
• Drive value for money and continuous improvement across all maintenance activities.

Compliance and Building Safety

• Provide leadership and assurance across all statutory compliance disciplines.
• Ensure robust governance, controls and reporting arrangements are maintained.
• Support the effective management of building safety risks and compliance obligations.
• Monitor compliance performance and lead improvement activity where required.
• Maintain awareness of emerging legislation and ensure organisational readiness.

Asset Lifecycle and Investment Planning

• Lead lifecycle replacement and asset investment programmes.
• Support long-term asset management and investment strategies.
• Ensure investment decisions are informed by asset condition, performance and whole-life cost principles.
• Drive improvements in property performance, sustainability and asset value.

Technical Leadership and Engineering Assurance

• Provide technical leadership across high-risk residential buildings, mechanical and electrical infrastructure, heat networks and communal heating systems.
• Maintain oversight of critical building plant, equipment, fire and life safety systems.
• Establish technical standards and provide technical assurance across complex building systems.
• Support effective building safety and engineering risk management across the portfolio.
• Ensure suitable appointments are in place for e.g. Authorised Persons and Responsible Persons

Client Engagement, Systems and Commercial Leadership

• Act as the lead technical representative for the Homes Division, building trusted relationships with clients, consultants and key stakeholders.
• Develop and lead the Homes Division’s supply chain strategy, including contractor, consultant and specialist supplier performance.
• Lead the development and optimisation of systems supporting maintenance, compliance and asset management, including CAFM implementation.
• Drive improvements in asset data, management information, operational reporting and digital transformation.
• Manage significant maintenance, compliance and lifecycle budgets, supporting financial performance, forecasting and value for money.

Key requirements:

• Senior leadership experience within social housing, residential property, facilities management or a related sector.
• Degree (or equivalent) qualified in Building Surveying, Building Services Engineering, Mechanical Engineering, Electrical Engineering, Facilities Management, Asset Management or a related discipline
• Experience leading repairs, maintenance and compliance services across large property portfolios.
• Strong understanding of responsive, planned and cyclical maintenance.
• Experience managing complex statutory compliance programmes and building safety obligations.
• Knowledge of high-risk residential buildings, mechanical and electrical infrastructure, heat networks and critical building systems.
• Working knowledge of regulatory requirements including e.g. Awaab’s Law
• Experience of implementing and operating safe systems of work including Permit to Work and Authorised and Responsible Persons roles
• Experience managing significant operational budgets, contractor performance and supply chain arrangements.
• Experience implementing service improvements, operational change, business transformation and CAFM, asset or maintenance management systems.
• Strong client-facing and stakeholder management experience.
• Chartered status with a recognised professional body such as RICS, CIOB, CIBSE, IET or equivalent.
• Building Safety, Fire Safety, Health and Safety or NEBOSH qualification, or equivalent.
• Experience within housing or residential asset management environments.
• Knowledge of heat network management and complex building services infrastructure.
