Summary

Pinnacle Group are looking for an experienced Technical Operations Manager to join our Homes Division. Reporting to the Head of Technical Services, the postholder will shape and lead a team of Technical Managers and Compliance Coordinators responsible for delivering statutory and mandatory maintenance, planned preventive maintenance and associated remedial activity across a diverse residential portfolio. Working closely with the Technical Mobilisation Manager and the Reactive Repairs and Lifecycle Manager, the role will ensure effective operational handovers, align priorities and coordinate delivery across mobilisation, business-as-usual maintenance, reactive repairs and lifecycle investment. The role will provide strong operational control, technical assurance and visible leadership, ensuring competent contractors, robust safe systems of work, reliable records and consistently high standards of service.

Our Homes Division delivers trusted housing management services across Affordable, Private Rented and Leasehold properties. We work with local authorities, registered providers and investors to support thriving communities.

The ideal candidate will have strong operational management experience within technical services, property maintenance, building services, facilities management, social housing or a related environment. You will be commercially aware, confident interpreting legislation and technical standards, and experienced in CAFM or asset‑management systems, performance reporting and budget management. Strong communication and decision‑making skills are essential, with the confidence to provide technical advice, challenge standards and escalare risk. A relevant technical qualification and experience of complex or high‑risk residential buildings would be advantageous.

This is a hybrid role with travel to client and operational locations as required.

We’re a people‑first organisation with a values‑driven culture that has stood the test of time -reflected in the way we care for both our employees and our customers.

We’re looking for someone who not only meets the key criteria below but also embraces our core values – Trust, Respect, Involve, Challenge, and Deliver Excellence – and is committed to earning and maintaining the confidence of our clients and communities.

Key Responsibilities include
  • Lead, coach and develop Technical Managers and Compliance Coordinators, setting clear objectives, standards, accountabilities, competency requirements, training, authorisations and succession plans.
  • Translate the Technical Services strategy into effective operational plans and measurable outcomes, creating a collaborative, high-performing culture focused on safety, compliance, customer service and continuous improvement.
  • Provide visible technical leadership during incidents and emergencies, including management of the out-of-hours on‑call rota, contractor response, escalation, communication, investigation and follow‑up.
  • Own the delivery of statutory and mandatory maintenance, inspections, testing, servicing and remedial works, ensuring all obligations are scheduled, completed, evidenced and closed within required timescales.
  • Develop and deliver risk‑based PPM programmes covering building fabric, mechanical and electrical systems, fire and life‑safety systems, lifts, water systems, heat networks and other critical assets.
  • Monitor maintenance and compliance performance through dashboards, exception reports, risk registers and action trackers, ensuring clear ownership and timely escalation.
  • Work with the Technical Mobilisation Manager to establish technical requirements, asset and compliance information, readiness criteria, open risks, responsibilities, stabilisation actions and formal operational handover and acceptance for new or changing services.
  • Work with the Reactive Repairs and Lifecycle Manager to align PPM, reactive repairs, recurring‑fault analysis, remedial priorities and lifecycle investment, using operational insight to inform maintenance strategies and future investment plans.
  • Coordinate with Operations, Projects and other teams to clarify responsibilities and interfaces, driving a preventative approach that improves asset reliability, reduces service disruption and supports value for money.
  • Work with Procurement and Commercial teams to scope, evaluate and appoint competent contractors, consultants and specialist suppliers, verifying competence, insurances, accreditations, resources and technical capability.
  • Set clear contractor specifications, service levels, reporting and evidence requirements, managing mobilisation, performance reviews, audits and corrective actions where standards are not met.
  • Maintain effective commercial control of maintenance budgets, quotations, variations and invoices, supporting accurate forecasting and value for money.
  • Implement and assure safe systems of work, including permits, isolations, access, supervision and emergency arrangements, ensuring Authorised Person, Responsible Person and other duty‑holder appointments are defined, competent and current.
  • Approve and assure risk assessments, method statements and technical procedures, undertaking inspections, audits, sampling and root‑cause investigations to ensure work meets legislation, policy, recognised good practice and required technical standards, with lessons embedded into procedures, training and maintenance plans.
  • Maintain complete and auditable asset, compliance, maintenance and contractor records within CAFM and document‑management systems, providing accurate management information, forecasts and assurance reporting, with named ownership and escalation of risks, actions and exceptions.
  • Act as a key technical liaison for clients and operational teams, including Property and Housing Managers, providing practical, evidence‑based advice and assurance, building trusted relationships, standardising processes and using data, audits and lessons learned to drive continuous improvement.
Key Requirements
  • Significant operational management experience in technical services, property maintenance, building services, facilities management, social housing or a related environment.
  • Proven experience leading multidisciplinary technical and compliance teams and developing a competent, accountable workforce.
  • Strong working knowledge of statutory property compliance, PPM, building services and maintenance risk management.
  • Experience appointing, mobilising and managing contractors and specialist suppliers, including competence checks, performance management and audit.
  • Practical experience implementing and assuring safe systems of work, permit‑to‑work arrangements and Authorised or Responsible Person roles.
  • Ability to interpret legislation, technical standards, contracts and asset information and translate them into practical operational controls.
  • Experience using CAFM, compliance or asset‑management systems and producing accurate performance and assurance reporting.
  • Strong client‑facing, leadership, communication, stakeholder‑management and decision‑making skills, with confidence to advise operational colleagues, challenge standards and escalare risk.
  • Experience supporting operational teams, including Property or Housing Managers, with complex technical, maintenance, compliance and emergency issues.
  • Sound commercial awareness and experience managing maintenance budgets and delivering value for money.
  • Willingness and ability to participate in an out‑of‑hours on‑call rota and respond to emergencies when required.
  • Ability to travel to client and operational locations as required.
  • Degree, higher technical qualification or equivalent experience in Building Services Engineering, Mechanical or Electrical Engineering, Building Surveying, Facilities Management or a related discipline.
  • Membership of, or progress towards, a recognised professional body such as CIBSE, IET, RICS, CIOB, IWFM or equivalent.
  • NEBOSH, IOSH, building safety, fire safety or other relevant health and safety qualification.
  • Experience of high‑risk residential buildings, heat networks and complex mechanical, electrical, fire and life‑safety systems.
  • Experience of service improvement, organisational change or CAFM implementation.
