About the role:
Horsham District Council is seeking an experienced HR professional to lead the council’s HR management and Organisational Development services, including corporate Health and Safety, Business Continuity, and Emergency Planning.
This is a permanent, full-time role, ideally starting on 1 September 2025.

Reporting to the Director of Resources, as Head of HR & OD, you will be professional, business-minded, and forward-thinking. You will ensure the delivery of the council’s strategic and operational objectives through HR strategies, policies, and processes, focusing on employee engagement, staff development, health and wellbeing, and fostering an inclusive culture. A key focus for 2025/26 will be supporting the transition of the Council’s outsourced payroll to a new platform, including data transfer methods. Experience with HR/payroll system configuration, including employee self-service, would be advantageous.
