This position offers an exciting opportunity to work within the Surgical Division at The Royal Wolverhampton NHS Trust where you will be responsible for the management of General Surgery within the Surgical and Patient Services Group.

You will support the strategic direction of the service and work across organisational boundaries within the Integrated Care System. You will work closely with, and receive support from, the Divisional Leadership Team.

The Royal Wolverhampton NHS Trust is one of the largest acute providers in the West Midlands and one of the leading healthcare providers in the country. The Trust delivers high quality compassionate care across Wolverhampton, the wider Black Country, South Staffordshire, North Worcestershire and Shropshire.

The Trust is the largest teaching hospital in the Black Country providing teaching and training to around 130 medical students on rotation from the University of Birmingham Medical School. It also provides training for nurses, midwives and allied health professionals through well-established links with the University of Wolverhampton.

Detailed job description and main responsibilities

Provide visible and effective leadership, creating a climate where individuals and teams understand their roles and responsibilities and people are empowered to be effective in their role.

Promote equality in care and practice by recognising, respecting and meeting the needs and choices of individuals.

Work in close conjunction with the triumvirate and Deputy Chief Operating Officer to set and deliver the care group objectives, in line with Division and Corporate targets and strategies.

To deliver the annual capacity and business planning process for the care group; this includes responsibility for business cases which have been identified as required to strengthen or develop the service areas you are responsible for.

Support the Division triumvirate team in undertaking action planning for identified areas of improvement e.g. improved capacity planning of theatre lists / outpatient clinics / treatment areas / diagnostics, improved patient access, improved use of resources (drugs / medical equipment)

Lead the process of formulating and monitoring service agreements with other providers.

To hold the budget for the group and manage operational actions plans to deliver, income and expenditure (I&E) balance on the budget within the directorate. Take ownership of the operational delivery of cost improvement programme (CIP) work streams.

Support the triumvirate to develop innovative methods of income generation (fully understanding the implications of patient choice), financial control , strategic planning and bids for “new opportunities” and “modernisation”.

Take responsibility for the care group compliance with Health and Safety; and CQC standards identifying, agreeing and implementing subsequent action plans.

Responsible for compliance with Trust complaints procedure for all complaints received within the care group, investigating, agreeing and implementing subsequent action plans.

To ensure that a review of policies, protocols and procedures is undertaken across the service on an annual basis, that gaps are identified and acted upon. To ensure that the team are aware of audit requirements relating to these policies and that they are built into the Service Improvement/Efficiency Plan so that the audit programme is robust.

Recruit, develop and motivate staff through appraisal and performance management systems ensuring that identified development needs are linked to education plans This includes the effective use of relevant procedures (e.g. disciplinary) in appropriate circumstances.

To support the Clinical Director in undertaking annual job planning discussions with medical colleagues to agree work plans which utilise the skills of the clinicians and support best practice service delivery.

Establish effective two-way communications incorporating all staff within the Directorate, across Specialities, Divisions and the Trust as required. This will involve highly complex, sensitive information which involves reconciling conflicting views.

To undertake such duties commensurate with the seniority of the post that may assist the general performance of the Trust, subject to consultation between the post-holder and Associate Deputy Chief Operating Officer.

To take part in the Trust on call rota.

  • Previous experience at managerial level
  • Experience of managing a service with competing stakeholders.
  • Experience of leading re-design or change management initiatives
  • Experience of undertaking service planning taking into account finance, manpower, equipment and organisational factors
Knowledge
  • Knowledge of the national and regional health strategies
  • Knowledge of the clinical governance agenda and role of the Healthcare commission.
  • Knowledge of the inspection and regulation environment in which the Trust operates
