Job summary

The HALO Trust seeks a Global MEAL Advisor to provide senior technical leadership across MEAL in HALO programmes. You will advise on design, development, and implementation of MEAL processes, ensuring quality, donor compliance, and ethical accountability.

As a senior MEAL expert, you will influence practice, support remote and on-site delivery, and drive continuous improvement in evidence use for decision-making and learning.

Qualifications

• Demonstrable experience in development of MEAL processes and guidance for programmes.
• Extensive experience with design and implementation of quantitative data collection tools.
• Design and implementation of qualitative data collection tools such as FGDs and KIIs.

Responsibilities

• Provide technical advisory support and quality assurance on MEAL methods and guidelines.
• Lead design and development of data collection and analysis tools.
• Guide programmes to use data to improve efficiency and impact.
• Develop systems of accountability to communities served.
• Represent HALO as MEAL expert in external forums and donor discussions.
• Train national staff MEAL focal points within the region.
