Job Purpose

To provide senior technical leadership and strategic advisory support on Monitoring, Evaluation, Accountability and Learning (MEAL) across HALO programmes, ensuring organisational best practice, quality assurance, and continuous improvement in the use of evidence for decision‑making, learning, and external accountability.

About HALO

HALO is the leading global NGO addressing the impact and drivers of conflict in 30 countries and territories, with over 8,000 staff. Most of our staff are local employees and include a growing number of women.

Our primary duty is to serve people affected by conflict, clearing landmines and the explosive remnants of war that threaten lives and livelihoods long after fighting has finished. We make land safe where war has ended, while also assisting those affected by active conflict and endemic violence.

HALO addresses human suffering caused by armed violence in some of the world’s most fragile places, securing weapons and ammunition and working with both state and community actors to reduce the prevalence of armed violence.

Sitting within the Transformation Department and working closely with the Programmes, Operations Group and Strategy, the Monitoring, Evaluation, Accountability and Learning (MEAL) team drives the implementation of MEAL across the organisation.

About The Role

The Global MEAL Advisor reports to the Head of MEAL and advises programmes on the design, development and implementation of all MEAL processes. HALO’s MEAL team drives the implementation of MEAL across the organisation, to understand our impact, respond to donor information needs and inform programme and operational planning.

The Global MEAL Advisor is a senior technical role, operating above programme level MEAL implementation. The post provides expert advice, quality assurance, and strategic guidance rather than routine data collection or delivery level monitoring. The role is expected to exercise professional judgement, influence organisational practice, and challenge where necessary to uphold MEAL standards, donor compliance, and ethical accountability.

Responsibilities
  • Provide technical advisory support and quality assurance to programmes on MEAL‑related methods, processes, tools and to develop internal guidelines specific to their programmes.
  • Lead and advise on the design and development of data collection and data analysis tools and ensure these are fit for purpose for all external and internal requirements.
  • Guide and assist programmes in using data to improve their efficiency and effectiveness.
  • Guide and assist programmes to develop systems of accountability to the communities we serve.
  • Identify, analyse, and share lessons learned from programmes.
  • Ensure all teams worked with are aware of and abiding by global definitions of beneficiaries and standard output measurements.
  • Provide remote and on‑site technical support and advice to programmes.
  • Carry out scheduled M&E visits to programmes to assist with development or implementation of processes, training new staff, or other MEAL‑related needs. Visits will also be used to assess challenges, gaps in delivery, and opportunities for making processes more efficient or effective.
  • Represent HALO as a MEAL technical expert in external forums, donor discussions and sector working groups, contributing to organisational credibility and sector learning.
  • Analyse and present data on the outcomes and impact of HALO’s work.
  • Lead the development and continuous improvement of HALO’s global MEAL capacity building approach, ensuring training content reflects best practice, organisational priorities and evolving donor requirements.
  • Coordinate and implement the training of national staff M&E focal points within the geographic region of focus.
  • Strengthen disability and inclusion across programmes, including improving disability data collection methods and data quality, supporting the establishment and use of referral systems, and analysing disability‑related data and trends to inform programme design and decision‑making.
  • Support programmes to undertake and apply gender‑responsive analysis, including analysis of sex‑and‑age‑disaggregated and qualitative data, to understand differences in needs, access, participation and outcomes and inform programme design and decision‑making.
  • Provide technical advice and quality assurance to ensure gender considerations are appropriately integrated into MEAL frameworks, indicators, data collection tools, evaluations and learning processes.
  • Train Programme Officers and Field Officers as part of the PO and FO training courses as requested. Suggest training modules as gaps are identified.
  • Develop and update online courses in HALO’s learning management system (Litmos) to assist with onboarding new staff and ongoing refresher training related to MEAL.
  • Support external evaluation processes from tender stage to final report review and dissemination of lessons learned.
  • MEAL review of proposals and reports as required.

  • Ensure familiarity with and adherence to all HALO policies and procedures, especially the code of conduct and safeguarding
