Job summary

Government Recruitment Service in Birmingham is seeking a Programme Lead to oversee delivery of Capex Programmes across a large estate portfolio. You will manage project-related professional services, sit within Corporate Transformation, and partner with supplier teams to ensure timely, cost-effective outcomes.

Travel may be required; you will lead governance, cost planning, and risk reviews across RIBA stages, delivering robust business cases and ensuring compliance with sustainability

Responsibilities

• Develop and deliver a comprehensive strategy for Project Stakeholder management and engagement, including liaison with senior clients and supply chain partners.
• Define robust processes to ensure long-term DWP sites are fit for purpose, enabling maximum occupation.
• Evaluate and approve project feasibility reports.
• Develop Financial Business Case documentation and take responsibility for FBC2 with defined scope and cost parameters.
• Oversee end-to-end delivery of projects with contractual management of suppliers for design and delivery.
• Lead project teams through governance, cost reporting, and risk management across RIBA stages.
• Provide corrective actions to mitigate cost/programme overruns and escalate when needed.
• Support Estates PMO with scheduling, risk review, cost reporting, and compliance.
• Approve detailed designs and FF&E schedules; manage procurement as required.
• Ensure Environment, Health and Safety standards and resolve non-compliance.
• Prepare bid documents and due diligence for main contractor selection.
• Manage project change and cost management processes through final accounts.
• Oversee commissioning and handover to Service Delivery and Integrator for BAU with BIM/Soft Landings where appropriate.
