As an Estates Officer, you’ll play a key role in keeping Luton’s housing estates clean, safe and well maintained, providing a visible and responsive service to residents. You’ll carry out regular inspections of communal areas across the Council’s housing stock, identifying issues and taking appropriate action to ensure estates meet required standards for health and safety, fire safety, cleanliness, customer satisfaction and value for money . You’ll work closely with partners and colleagues to resolve issues, including taking enforcement action where necessary .
You’ll build positive relationships with tenants, leaseholders, residents and partner organisations, representing the Council at meetings and working together to find practical solutions to complex estate issues . You’ll also support colleagues with antisocial behaviour cases, including preparing witness statements and attending court, as well as managing equipment such as CCTV to support casework . Through regular audits and risk-based inspections, you’ll help identify emerging issues and ensure resources are focused where they are most needed .
This is a varied, hands-on role where no two days will be the same. You’ll maintain accurate records, monitor performance and produce reports, while supporting customer involvement and encouraging residents to play an active role in their communities . You’ll also be willing to respond flexibly to urgent situations and provide practical support when needed . The role operates across a seven-day rota, offering an opportunity to make a visible and positive difference to the quality of Luton’s neighbourhoods .
We’re looking for a confident and customer-focused professional with experience in customer service, housing, estates or property management. You’ll be comfortable working in a frontline environment, dealing with a wide range of people and handling challenging or sensitive situations calmly and professionally . Experience of environmental antisocial behaviour and working with customers, contractors and partner agencies will be important, along with the ability to build effective relationships and resolve issues .
You’ll have strong organisational and communication skills, with the ability to manage your own workload, prioritise cases, meet deadlines and maintain accurate records .You’ll be confident monitoring contracts and service standards, identifying and addressing breaches, and taking appropriate enforcement action. You’ll also have the ability to interview and support witnesses, victims and perpetrators of antisocial behaviour, producing clear and accurate reports and legal statements where required .
You’ll ideally bring knowledge of tenancy conditions, enforcement procedures and estates management, including contract and risk management, building construction and relevant health and safety requirements such as COSHH, fire safety and the Regulator of Social Housing Consumer Standards . You’ll be confident using IT systems and committed to equality and inclusion in the delivery of social housing services. A full driving licence with business insurance, or the ability to travel across Luton and surrounding areas, is required, alongside a willingness to work flexibly, including weekends and outside normal working hours .
Because of the nature of this job, it will be necessary for the appropriate level of criminal record disclosure to be undertaken.
