Job description

Good Growth is responsible for delivering and implementing the Mayor's environment, transport, culture, and economic strategies, and for the effective implementation of the London Plan. The Directorate also oversees regeneration (excluding housing-led projects), enterprise, growth, capital projects, and design work.

We support arts and creative industries to grow and be accessible, and promote London as a 24-hour city. Projects include supporting creative sectors through Film London, British Fashion Council, and London Games Festival; establishing Creative Enterprise Zones; developing the East Bank culture and education quarter; managing the London Museum; commissioning contemporary art via the Fourth Plinth; and initiatives like London Borough of Culture and London as a 24-hour city.

About The Role

The Senior Manager Performance and Governance is a new role requiring expertise in governance and operational planning. As part of the Senior Management Team, you will provide leadership and support internally within the Unit and strategically across the GLA and Mayor's Office.

You will assist the Assistant Director of Culture, Creative Industries and 24 Hour London, and the Senior Manager of World City and Operations, leading the Unit's corporate reporting and governance functions. Your role involves embedding organizational changes, coordinating with other GLA leads, and ensuring the Unit's work aligns with priorities and is well-resourced.

Key Responsibilities

  • Provide strategic leadership on initiatives including internal reporting and project delivery monitoring.
  • Participate in senior management discussions on internal and external issues.
  • Implement new systems and processes to support the Unit’s goals, including delivery plans.
  • Engage stakeholders to support the delivery of the Mayor's mandates.
  • Prepare briefings and reports on cultural and creative industries issues.
  • Contribute to Equality, Diversity and Inclusion initiatives within the Unit.
  • Support team to meet deadlines and advise on funding, FOIs, and Mayoral Decisions.
  • Support the Operations team as needed (this post is 0.6 FTE).

Principal Accountabilities

  • Develop and execute operational and improvement plans emphasizing EDI.
  • Lead reporting for programs and governance, including quarterly reports, grant management, risk registers, and decision processes.
  • Enhance reporting and governance operations across the Unit, designing new processes and supporting the Senior Management Team.
  • Manage internal reporting for strategic processes like Mayoral mandates.
  • Represent and deputize for the Assistant Director and Senior Manager in HR and finance areas.
  • Manage staff and resources according to GLA policies, promoting diversity and inclusion.
  • Participate in cross-departmental and organizational groups and projects.

Key Relationships

Accountable to: Senior Manager, World City and Operations, with a dotted line to the Assistant Director for CCI24.

Accountable for: Programme Governance Officer and Operations Team in the absence of the Senior Manager.

Skills, Knowledge, and Experience

  • Extensive experience in developing delivery plans, project monitoring, KPIs, and dashboards.
  • Proven program and project management skills, managing diverse portfolios, driving progress, managing risks, and implementing new systems.
  • Experience with governance, legal issues, board recruitment, grant management, and funding agreements.
  • Strategic thinking, linking programs and policies, and understanding the political, social, and economic context.
  • Experience in promoting equality, diversity, and inclusion in projects and organizational culture.
