DIVISION: Operations

BASIC PURPOSE:

Provides structural engineering and project management for Operations Division capital and maintenance projects and technical services.

SUPERVISION RECEIVED:

Works under the general supervision of a Program Manager or Senior Program Manager.

SUPERVISION EXERCISED:

Exercises close supervision and direction to engineers and drafters on assigned projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Performs in-house planning, design, and management of various water and wastewater facilities projects consisting of repair, improvement and/or replacement.
  • Assists in the investigation and resolution of requests from the construction, operations, maintenance, security and safety groups.
  • Provides structural engineering support to the operating departments for the operations and maintenance programs of division facilities.
  • Provides review and comments on 8(m) permit applications prepared by owners and/or consultants.
  • Participates in the design of in-house projects including development of project drawings, specifications, cost estimates and schedules.
  • Assists with the development of Scope of Services for consultant RFQ/P.
  • Maintains organized and detailed central files on assigned projects.
  • Establishes design criteria, including identifying applicable code requirements, and performs analytical calculations for assigned work.
  • Reviews and provides comments to structural and related portions of design documents prepared by outside consultants who have been hired to design improvements or additions to facilities or infrastructure.
  • Provides technical review and comments of consultant prepared reports and design projects,
  • Provides services during construction including review of contractor shop drawings, and responses to contractor questions.
  • Participates in the preparation of standard specifications.
  • Participates in field investigations to verify and obtain information on existing facilities, structures, systems and equipment.
  • Reviews consultants monthly progress reports and invoices.
  • Supervises and manages junior professional staff, including management of assigning tasks and evaluating performance, as assigned.
  • Prepares labor, equipment and material quantity takeoffs for cost estimates.
  • Provides review of construction submittals.
  • Adheres to MWRA's Quality Assurance and Quality Control Standards.

SECONDARY DUTIES:

  • Performs other related duties as required.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Knowledge of principles and practices of structural engineering as normally attained through a Bachelor's Degree in civil engineering, structural engineering, or a related field; and
  • Demonstrated knowledge of water and wastewater treatment plant, pump station, and pipeline design and construction knowledge as acquired through at least five (5) years of experience, including (2) years of supervisory or project management experience; or
  • Any equivalent combination of education or experience.

Necessary Knowledge, Skills and Abilities:

  • Knowledge of structural engineering design concepts and principles related to water and wastewater infrastructure and facilities design.
  • Knowledge of codes and standards including the Massachusetts State Building Code, IBC, ASCE 7, ACI, AISC (ASD and LRFD methods), ASTM, FEMA, PCA, PCI, AASHTO, OSHA, and other related structural engineering design standards.
  • Proficiency with personal computers and knowledge of Microsoft Office Suite and engineering applications software.
  • CADD Systems knowledge and experience working with CAD designers.
  • Excellent interpersonal, oral and written communication skills.

SPECIAL REQUIREMENTS:

A valid Class D Motor Vehicle Operators License.

Massachusetts Registered Professional Engineer license preferred.

TOOLS AND EQUIPMENT USED:

Office machines as normally associated with the use of telephone, personal computer including word processing and other software, copy and machines.
