Were looking for an experienced and enthusiastic Business Change Lead to join our team. The successful candidate will lead the change management strategy for our myOracle product. You will have worked in a large organisation, on IT system-based change projects, working with a diverse range of stakeholders.

myOracle and associated HR and finance systems are critical line-of-business systems to Norfolk County Council (NCC) and our traded customers, supporting tens of thousands of suppliers, employees and service users to manage day to day HR and financial business processes.

The myOracle service is a critical enabler to the transformation programmes across NCC. Built on Oracle cloud technology, that automatically updates every 3 months with new releases of functionality, this provides ongoing innovation, development and transformation that creates a fast paced, complex and varied application environment.

The broad portfolio of the myOracle system and modules, and the associated technical complexity requires this role to work collaboratively with colleagues across the organisation to define and implement business change initiatives, informed by functional expertise and best practice.

With a track record of change management and leadership, youll evidence your creativity in developing new solutions and applying concepts from one area to another. As a strong communicator and influencer, youll build energy around the agenda to a complex organisation.

What The Digital Business Change Lead Will Be Doing

You will be developing and implementing the change management strategy for myOracle, working collaboratively with Product Owners, Developers, Business Process Owners, and end users to ensure alignment with organisational goals and Oracle strategic design principles.

  • Lead on the creation and delivery of business change initiatives.
  • Use change impact assessments to inform readiness plans.
  • Contribute to the development and delivery of communications plans across multiple channels.
  • Work closely with stakeholders and project teams to deliver planned outcomes and ensure they meet business objectives.

What Youll Bring To The Team

  • A strong track record of managing and influencing stakeholders and managing business change in a complex environment.
  • Demonstrable experience creating and delivering change impact assessments, business readiness planning and overcoming barriers to change.
  • Very strong communication skills across a number of different channels.
  • An in depth understanding of project governance and how to review and challenge data.

This is a hybrid working role and will include both remote working and some pre-arranged on site (Norwich) working.

Please include a supporting statement with your application, that provides evidence of how your knowledge and experience meets the required person specification.

These are some benefits you can enjoy by working for Norfolk County Council:

  • Competitive salary
  • Generous holiday entitlement
  • Health and Wellbeing services including fast-track physiotherapy and a free counselling service
  • Flexible working opportunities including flexi-time, part time, remote and hybrid working dependent on your job role and business need.
  • Financial benefits such as:
    • Norfolk Rewards our employee discounts programme which helps you save money on almost anything, from everyday groceries and clothes, to holidays, new technology, gym membership, trips to the cinema and days out.
    • A Blue Light card for Fire Service and Social Care Workers
    • Relocation expenses (where applicable)
    • An advance of your expenses if you travel for work
    • Local Government Pension Scheme with generous employer contribution, life assurance, death in service payments and dependants pensions
    • Tax efficient ways of getting extra pension and new bikes
    • Access to our tax efficient car lease scheme for greener travel enabling you to lease a brand new, ultra-low emission vehicle (subject to eligibility)
    • A payment if you refer someone you know to a hard to fill job
We want our people to be inspired and motivated to work well together, make the most of our workspaces, enjoy a healthy work-life balance, and deliver excellent services to Norfolk and its people. Flexibility is built into the way we work, with hybrid working a key feature for many roles. Our technology platform and equipment are first class, enabling you to connect and collaborate remotely.
