Job summary

Torus Developments in Warrington is seeking a Development Officer on a 12 month fixed-term contract to identify, bring forward and deliver new development opportunities across the North West. You will support sourcing, appraisals, budgets and ensure schemes meet Homes England requirements and are viable and well managed.

This agile role is based at Bank Park House, Warrington with a minimum two days in the office.

Qualifications

We're looking for a Development Officer to join our Development team on a 12 month fixed-term contract to help identify, bring forward and deliver new development opportunities as part of Torus' ambitious programme of new homes across the North West.

You'll support the sourcing of new development opportunities and help manage schemes through the development process, from initial appraisal through to completion. Working with colleagues and external partners, you'll be involved in financial appraisals, budget monitoring, project delivery and compliance, helping to ensure schemes are viable, well managed and delivered in line with agreed programmes and Homes England requirements.

This is an agile role based at our Bank Park House office in Warrington, with a requirement to work from the office a minimum of two days per week. You'll also need a full driving licence and access to your own vehicle, as you'll be required to travel to other locations in line with business needs.

What you'll be doing:
  • Support and lead on the delivery of individual development schemes from inception through to completion.
  • Assist with identifying and bringing forward new development opportunities for the programme.
  • Prepare and support financial appraisals, budgets and scheme information for approval.
  • Monitor project performance, budgets and delivery against agreed programmes and targets.
  • Work closely with Finance colleagues to ensure accurate financial information and effective budget management.
  • Build positive relationships with colleagues, contractors, consultants, partners and other key stakeholders.
  • Support compliance with Development processes, procurement requirements and relevant financial policies.
  • Ensure schemes meet relevant Homes England requirements, guidance and standards.
  • Identify opportunities to improve processes, efficiency and value for money.
  • Contribute to a collaborative team environment, taking responsibility for your own workload while supporting wider team objectives.
What we're looking for:
  • Experience supporting the delivery and project management of development schemes, with a track record of achieving positive outcomes.
  • Experience of sourcing development schemes and working collaboratively with colleagues and partners.
  • Strong project management and organisational skills, with the ability to manage your own workload and adapt to changing priorities.
  • Strong communication, negotiation and influencing skills, with the ability to build effective relationships with a range of stakeholders.
  • High levels of IT literacy and confidence adapting to new systems and ways of working.
  • Experience of financial and governance compliance, with a balanced approach to managing risk within development activity.
  • Sound knowledge of relevant legislation, Homes England regulations and good practice within development.
  • A proactive and resilient approach, with a commitment to continuous development, equality and health and safety.
  • A degree or relevant professional qualification is desirable.
  • A full driving licence and access to your own vehicle, with the ability to obtain business insurance to travel in line with business needs.

Shortlisted candidates will be invited to an interview at our Bank Park House office in Warrington on Wednesday 4th November 2026. The interview will include a short presentation, with details provided in advance to allow candidates time to prepare, followed by competency-based interview questions.
