Job summary

The Devon Local Authority is seeking an experienced Project Manager to lead the development, mobilisation and publication of its Homelessness and Rough Sleeping Action Plan for Devon. You will coordinate a complex partnership and deliver a clear, evidence-based delivery plan by the 1 December 2026 deadline.

You will work with council services, health organisations, providers and people with lived experience to create measurable actions, targets and commitments.

Qualifications

• Proven experience managing complex, time-critical projects in housing or public services.
• Strong understanding of homelessness services, including prevention and temporary accommodation.
• Excellent project planning, governance, risk management and stakeholder engagement skills.
• Ability to produce high-quality reports, briefings and action plans for senior officers.

Responsibilities

• Lead mobilisation, development, governance approval and final submission to MHCLG.
• Collaborate with council services, stakeholders and people with lived experience.
• Develop measurable actions, targets and partner commitments.
• Manage deadlines and competing priorities to deliver the plan by 1 December 2026.
