The Devon Local Authority is seeking an experienced Project Manager to lead the development, mobilisation and publication of its Homelessness and Rough Sleeping Action Plan for Devon. Job description

We are seeking an experienced and driven Project Manager to lead the development, approval and publication of a Devon local authority's Homelessness and Rough Sleeping Action Plan.

This is a high-profile role responsible for coordinating a complex partnership project that will translate the Council's Homelessness and Rough Sleeping Prevention Strategy (Apply online only) into a clear, evidence-based delivery plan. Working to a key deadline of 1 December 2026, you will lead the project through mobilisation, development, governance approval and final submission to MHCLG.

You will work collaboratively with council services, statutory partners, health organisations, commissioned providers, voluntary sector partners and people with lived experience to develop meaningful actions that prevent homelessness and address rough sleeping. A key focus will be creating a dedicated Long-Term Rough Sleeping Partnership Plan, supported by robust analysis, measurable targets and clear commitments from partners.

The successful candidate will have proven experience of managing complex, time-critical projects within housing, homelessness, health, social care or a related public service environment. You will have a strong understanding of homelessness services, including prevention, temporary accommodation, supported housing and move-on pathways, alongside excellent skills in project planning, governance, risk management and stakeholder engagement.

You will be confident analysing data, developing performance frameworks and producing high-quality reports, briefings and action plans for senior officers and elected members. With the ability to manage competing priorities and deliver to challenging deadlines, you will play a key role in shaping effective, sustainable approaches to preventing homelessness and ending rough sleeping.
