Job summary

Ygam is seeking an experienced Service Development Manager to lead mobilisation and continuous improvement of pan-London rough sleeping services, including migrant support.

The role will support the successful mobilisation, delivery, and improvement of three GLA contracts: London Navigators, MAPS, CPRS, and ensure readiness during growth and transitions. Travel across the region with home working up to 3 days per week is expected.

Qualifications

• Proven experience leading mobilisation or development of new services.
• Experience overseeing change programmes and collaborating with HR.
• Experience in homelessness, housing, social care, health, public sector, or commissioned services.
• Strong project management and ability to manage multiple priorities.
• Strong stakeholder engagement with commissioners and external agencies.
• Analytical skills to translate data into insights and reporting.
• Clear communication and report writing skills.
• Experience creating training or resources for service development.
• Experience establishing KPIs, performance frameworks, and quality standards.

Responsibilities

• Lead the mobilisation and ongoing development of specialist rough sleeping services, ensuring a smooth transition from contract award to delivery.
• Support managers and teams through periods of growth and change, embedding new processes, systems, and ways of working.
• Work closely with HR colleagues on workforce planning, staff engagement, consultations, onboarding, and training.
• Monitor risks, performance, and quality; producing reports and insights to support decision making and contractual delivery.
• Build and maintain effective partnerships with commissioners, local authorities, health partners, voluntary sector organisations, and internal teams.
• Strengthen referral pathways, support co-production with people who have lived experience of homelessness, and deliver training to promote high-quality service delivery.
• Supporting engagement and client co-production activities with people who have lived experience of homelessness to inform service development.
• Deliver training and workshops to colleagues to support development in homelessness legislation, prevention strategies, safeguarding, and service delivery expectations.
