Job summary

Rotherham Metropolitan Borough Council is seeking an experienced Cultural Development Manager to shape the borough’s cultural future from Riverside House with hybrid delivery across the district. You will lead major programmes, drive learning strategies, fundraising, and partnerships to secure lasting impact for diverse audiences.

Your role focuses on developing and evaluating culture initiatives, managing budgets, and leading a small team to deliver high‑level projects, including legacy

Qualifications

  • Creative programme delivery from inception to completion for diverse audiences.
  • Audience development and evaluation expertise.
  • Safeguarding knowledge relating to education settings and vulnerable communities.
  • Budget management and a proven track record in successful fundraising strategies.
  • Partner building locally, regionally, nationally and internationally.
  • Inclusive practice — equalities, accessibility, co‑production.
  • Strong ICT skills across common applications.
  • Experience managing, coaching and developing staff and volunteers.

  • Governance essentials — SLAs, Terms of Reference, Partnership Agreements.
  • Delivery support for major initiatives including Children’s Capital of Culture legacy programmes and potential Town of Culture activity.

Shape the future of culture in Rotherham

Rotherham is building on the momentum of Children’s Capital of Culture and investing in a bold new Cultural Development Team. We’re looking for an experienced, imaginative and strategically minded Cultural Development Manager to help shape the borough’s cultural future — driving major consortium programmes, sector‑wide evaluation frameworks, creative learning, fundraising, and legacy projects that make a lasting difference.

This is a high‑impact strategic role, leading a small but effective team to deliver ambitious cultural initiatives across the borough. You will lead on:

  • Major cultural programmes that shape borough‑wide impact — from consortium projects to new cultural products.
  • Creative Learning Strategy development across Culture, Sport & Tourism.
  • Fundraising strategy and investment across the full Culture, Sport & Tourism portfolio.
  • Strategic partnerships — convening, aligning and energising partners locally, regionally and nationally.

    Working Arrangements

    This post is eligible for hybrid working but will be based at Riverside House, with delivery taking place across the borough.
