Job summary

Daniel Owen Ltd is seeking an experienced Commercial Operating Model & Process Design Lead to support a major transformation programme in Southwark, London. The role focuses on embedding an integrated commercial lifecycle across procurement, governance and contract management within a complex public sector environment.

You will lead process redesign, develop standardised principles and drive adoption of new operating models, with a strong emphasis on social housing and value outcomes.

Qualifications

• Extensive experience in business process redesign and operating model transformation within large organisations.
• Strong background in social housing and commercial sectors.
• Proven track record in procurement transformation and contract management process improvement.
• Experience with category management or hub-and-spoke operating models.
• Excellent stakeholder engagement, facilitation, process mapping and business analysis skills.
• Experience aligning processes with systems, MI and performance reporting.

Responsibilities

• Lead design and implementation of end-to-end commercial lifecycle processes, including procurement, contract mobilisation and closure.
• Develop and embed standardised operating principles, governance controls, workflows and decision frameworks.
• Support a hybrid hub-and-spoke operating model with clear responsibilities between central and operational teams.
• Drive efficiency through simplification and standardisation of procurement and contract management.
• Align commercial processes with financial governance, legal requirements and reporting systems.
• Develop approaches to monitor commercial benefits, savings and social value commitments.
• Engage with senior stakeholders across procurement, finance, legal, governance, digital and operations.
• Oversee adoption of new processes and transition into business-as-usual.
