The Defence Infrastructure Cost Centre provides support to projects that range in complexity and size with our service offerings spanning across Programme and Project Management, Project Planning, Cost Engineering, Risk Management, and Commercial Disciplines. We provide support to the full project lifecycle both pre‑contract and post contract, delivering infrastructure projects on behalf of our clients, that range from several hundred thousand pounds in value to major projects and programmes worth over £200M.

Job Description

We are currently seeking skilled Commercial Managers with a strong background in Procurement interested in working within the UK Defence Sector to be part of our growing Defence Team.

As part of our team, you will have the opportunity to be involved in and contribute to some of the most exciting and interesting challenges that face the UK Defence Sector today, in both the public and private sector.

The role is a flexible working role, with 60% of your time working from a client site, near to one of our regional offices.

About you

As a candidate for this role, you will not only have extensive and varied commercial and contract management experience built from a career in the Defence Sector (or a similar, relevant and regulated sector), you will also want to be part of a high‑functioning team focused on delivering world‑class outcomes to our ever‑growing network of clients.

Job Objectives
  • Providing specialist advice and guidance to public and private sector Defence clients.
  • Support pre‑sourcing activities aligned to your specialism e.g. Market engagement, Business case development, exit and transition planning.
  • Lead sourcing activities through to contract award e.g. Defining and implementing commercial strategies, Procurement strategy, Tendering and Evaluation.
  • Develop Negotiation strategy and robust terms and conditions.
  • Change control management in line contract framework requirements, including tracking and documenting changes, administering early warning provisions and negotiating contractual change.
  • Post‑contract award activities, management of contracts, conducting background research, data collection, development/ownership of performance management/contract management plans and benchmarking.
  • Developing and implementing effective contract management processes and systems.
  • Development, monitoring, documenting, and reporting upon contract progress and performance indicators, with the ability to use contract management software.
  • Preparing written communication materials and formal reports focused on contract administration.
  • Liaising with a diverse range of stakeholders, including clients, contractors, and designers.
Qualifications
  • Proven track record in Commercial management with specialist knowledge in either procurement, supply chain management or quantity surveying within defence, or regulated sectors.
  • Experience of Procurement, Contract Management, and/or Contract Placement (sourcing) sole source and competitive markets.
  • Knowledge and experience of NEC3 / NEC4 and/or JCT contract frameworks.
  • A background in UK Government procurement processes, such as Qualifying Defence Contracts (QDC), Defence and Security Public Contracting Regulations (DSPCR) and Public Contract Regulations (PCR).
  • A Degree (or other professional qualification) in Commercial Management, Procurement, Business, Law, Project Management, or a similar relevant discipline.
  • Holds or is working towards a formal professional qualification such as CIPS.
  • You will need to obtain and maintain the necessary security clearance for the role. Preferable hold SC status on application. Please note that you must be a sole British National to apply for this role with us and reside in the UK.
  • Ability to travel to client site UK wide 2/3 days per week.
