Job summary

Natural Resources Wales seeks an experienced Civil Engineer to protect communities, infrastructure and the environment from flooding. You will provide technical and health and safety guidance to field teams, designing repairs and small to medium improvement projects while maintaining flood defence assets.

You will coordinate work across contractors and stakeholders, contribute to data and financial management, and support additional construction projects in South East Wales.

Qualifications

• Qualified civil engineer with HND/HNC or degree and progression toward Incorporated Engineer status.
• Broad knowledge of civil engineering design and construction practices.
• Knowledge of H&S best practice and its application.
• Experience with ICT and strong surveying skills including software use.
• Experience in cross-team working and stakeholder engagement to achieve objectives.
• Must hold a Full UK driving licence.

Responsibilities

• Produce the annual flood risk asset maintenance programme.
• Lead on risk management planning for the work.
• Create and review flood incident response plans and run drills.
• Develop procedures for asset operation during floods.
• Lead scoping, justification, cost and delivery of asset improvement projects.
• Indirect budget responsibility for revenue and capital projects.
• In partnership with Procurement deliver framework services and product supplies.
• Supervise contractors and liaise with stakeholders including local authorities and landowners.
• Perform health and safety duties appropriate to the post.

• Participate in incident response activities.
• Carry out other duties commensurate with the grade.

The role

We are seeking an experienced Civil Engineer to support the protection of communities, infrastructure, and the environment from flooding. You will provide technical expertise and health and safety guidance to field teams, ensuring works are delivered safely and efficiently. Responsibilities include developing practical repair solutions, designing small to medium improvement projects, and maintaining flood defence assets.

The role

We are seeking an experienced Civil Engineer to support the protection of communities, infrastructure, and the environment from flooding. You will provide technical expertise and health and safety guidance to field teams, ensuring works are delivered safely and efficiently. Responsibilities include developing practical repair solutions, designing small to medium improvement projects, and maintaining flood defence assets. You will coordinate work, contribute to data and financial management, and support minor construction projects while working closely with contractors, stakeholders, and local communities. Strong collaboration is essential, as you will build relationships across teams and partners to deliver a place-focused flood risk service in South East Wales. You may also support emergency flood response, including standby duties and incident management. This role suits someone motivated, collaborative, and passionate about engineering and environmental protection. Driving is essential to this role as it requires frequent travel, often to remote locations not served by public transport sometimes outside of normal working hours and possibly during periods of bad weather. You must hold a full and current UK driving license. As an organisation we support flexible working. You will be contracted to an NRW office within the place base / location above and a suitable hybrid working pattern will be agreed on appointment. What You Will Do

• Responsible for the production of the annual flood risk asset maintenance programme.
• Lead on the risk management planning for the work.
• Production and review of flood incident response and contingency plans/manuals and planning incident response exercises.
• Develop procedures for the operation of assets during a flood incident.
• Lead on the scoping, justification, costing and delivery of discreet asset improvement projects.
• Have indirect budget responsibility for both revenue and capital projects.
• In partnership with Procurement deliver framework services and product supplies.
• Carry out contractor supervision and management. Liaise with stakeholders including; local authorities, land owners, environmental groups, delivering a customer focus.
• Undertake health and safety duties and responsibilities appropriate to the post

• Required to take part in incident response activities.

Your qualifications, experience, knowledge and skills

In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method.

• A recognised qualification in civil engineering such as a HND/HNC or degree together with related experience and be willing to work towards Incorporated Engineer status or other appropriate professional designation.
• A broad knowledge of civil engineering design and construction practices, with the ability to develop and apply innovative solutions to problems.
• Knowledge and experience of H&S best practice and its application in a similar role.
• Experience of managing projects, including use of ICT and organisational skills. Competent surveying skills including use of supporting software such as AutoCAD and GIS.
• Experience of participation in cross-team working and stakeholder engagement to establish partnerships in the delivery of objectives
• Full UK driving licence.
