Our Civil Enforcement Officers (CEOs) are the first point of contact for visitors and residents. They act as ambassadors for the council, providing directions, answering questions about the local area, and advising on parking queries. They help improve traffic management and create a safer, more pleasant environment in Cheshire West & Chester by ensuring compliance with Traffic Regulation Orders, parking regulations, and restrictions both on and off-street.

You will provide outstanding customer care within a high-profile, vital council service supporting residents, businesses, and visitors. You will play a key role in reducing traffic congestion and improving air quality through parking enforcement.

Key Responsibilities
  • Undertaking patrols and inspections to enforce parking offences on and off-street
  • Maintaining records (using handheld devices), completing reports, and responding to service radio messages
  • Reporting offences related to Taxi/Hire Car Licences, defects in signage, lines, and street furniture
  • Advising the public on parking enquiries and matters, following customer care policies
  • Inspecting Pay and Display machines for functionality and reporting faults
  • Issuing Penalty Charge Notices (PCNs) for parking violations
Candidate Requirements
  • UK driving licence for category C (Car)
  • Friendly, polite, and supportive attitude towards colleagues and customers
  • Physical fitness to walk significant distances daily while carrying equipment
  • Ability to accurately record and reproduce information using various IT devices
  • Polite and tactful communication skills, even with confrontational individuals
  • Ability to follow procedures, establish facts, and take appropriate action
  • Competence in using equipment such as handheld computers, radios, cameras, and ANPR devices
