Responsibilities

The Change Manager will be responsible for the successful transition of strategic change into receiving business areas that will deliver benefits in accordance with the agreed project objectives. They will work with Programme Managers, Senior Project Managers and Project Managers leading projects which impact their areas of responsibility (Local policing, Crime, Corporate etc.) to perform change impact analysis, support the production of implementation plans, cut-over plans and post implementation support, ensuring appropriate business change methods and techniques are applied to optimise successful implementation and benefit realisation. The Change Manager will also work with their colleagues across the portfolio to ensure the Director of Change and the Head of Business Change and Analysis have a robust understanding of the overarching change impacts. The jobholder will also support central development of framework and products required for business change/ implementation.

Key Accountabilities

  1. Provide specialist knowledge and lead engagement with senior internal and external stakeholders in relation to both transformational and certain business areas specific bespoke change, while understanding the cause and effect on BAU activities ensuring sustainability.
  2. Lead and develop appropriate business change activities to manage and oversee the national and local implementation of projects, ensuring appropriate strategies are employed in line with business objectives.
  3. Ensure the delivery of numerous complex change initiatives across different workstreams to manage the business change impacts to realise strategic benefit.
  4. Provide ongoing assessment to identify complex dependencies and opportunities within each. Build an in-depth understanding of the transformational change programme objectives, business improvement initiatives and operational requirements, highlighting the relevant impacts in all areas and manage the associated mitigating actions and plans. 5. Utilise change management methodologies to evaluate the effectiveness of the implementation and embedding of new ways of working. Conduct specific change lessons learned to manage possible future replicability and scalability of the approach.
  5. 6. Define and manage appropriate business change plans including communications, engagement, training implementation and release of project deliverables.
  6. 7. Collaborate across multiple stakeholders and Project/Programme Manager to support and inform project timelines through data driven requirements based on operational demand, capability, and availability.
  7. 8. Prepare affected business areas for the transition, understanding the business area requirements and strategic business agenda, optimising the timing release of project deliverables into business operations.
  8. 9. Support relevant divisional stakeholders (e.g. DCC, ACC’s etc) to understand the impacts of planned changes, advise on planned implementation timelines; training plans; communication and engagement plans, and ensure implementation and embedding is successful.
  9. 10.Guide and support individual projects to understand the impact of the changes they are introducing on the organisation and the overall impact they may have. Identify and manage post implementation plans to successfully embed change and realise benefit.
  10. 11.Will be responsible for managing and accessing risk within all areas of managerial/supervisory responsibility.

Education, Qualification, Skills and Experience

Attainments Essential

  • Qualified to degree level and/or extensive project implementation experience. OR
  • Experience of large, complex change programmes.
  • Excellent communication, stakeholder management and influencing skills.
  • Strong analytical skills, able to assess readiness for change and the impact on both people and processes
  • Special Aptitudes Essential
  • Experienced in project end to end planning.
  • External and Internal stakeholder management experience.
  • Excellent IT skills in Word, Excel, PowerPoint, and MS project.
