Job summary

Wiltshire Police is seeking a Change & Release Manager to enable safe, efficient and reliable delivery of digital, data and technology changes across the organisation. You will lead governance for technical change, chair the Change Advisory Board, and coordinate complex releases with multidisciplinary teams, suppliers and stakeholders to protect service resilience and user experience.

This role requires strong governance, risk management and a collaborative leadership style, with proven ability

Qualifications

  • Experience leading change and release management in Digital, Data and Technology environments.
  • Strong governance, risk management and service assurance capabilities.
  • Ability to chair or contribute to Change Advisory Boards and manage multiple stakeholders.

Responsibilities

  • Lead end-to-end change and release management for live DDaT services.
  • Act as authority for technical change decisions balancing risk and value.
  • Chair Change Advisory Board and oversee change activity.
  • Coordinate complex releases across technologies, services and suppliers.
  • Oversee release readiness and go-live assurance, ensuring documentation.
  • Maintain change and configuration records for impact assessment.
  • Use data and insights to improve change success and resilience.
  • Collaborate with Service Owners, technical teams and suppliers for secure changes.

About the role

As Change & Release Manager, you will play a critical role in enabling the safe,efficientand reliable delivery of digital,dataand technology change across Wiltshire Police. You will lead governance for technical change and release activity, ensuring innovation and service improvement are delivered at pace while protecting operational resilience. Working across multidisciplinary teams,suppliersand senior stakeholders, you will help shape a culture of safe change, continuous improvement and service excellence that supports the future of digital policing.

What you will be doing
  • Lead end-to-end change and release management, ensuring changes to live DDaT services are safely assessed, authorised, scheduled and deployed.
  • Act as the authority for technical change decisions, balancing service improvement, risk, value and operational stability.
  • Chair and govern the Change Advisory Board (CAB), ensuring proportionate, risk-based decision making and effective oversight of change activity.
  • Coordinate complex releases across technologies, services and suppliers, managing dependencies to protect service reliability and user experience.
  • Oversee release readiness and go-live assurance, ensuring services are operationally ready, documented and supportable.
  • Maintain accurate change and configuration records to support impact assessment, service management and operational resilience.
  • Use performance data and service insight to improve change success rates, reduce risk and drive continual improvement.
  • Collaborate with Service Owners, technical teams, Cyber Security and suppliers to deliver coordinated, secure and reliable change across the DDaT landscape.
About you and your experience
  • Experience leading change and release management activities within complex Digital, Data and Technology environments.
  • Strong understanding of governance, risk management and service assurance, with the ability to make informed decisions on technical change.
  • Experience chairing or contributing to Change Advisory Boards and managing competing priorities across multiple stakeholders.
  • The ability to balance innovation, pace and operational resilience to deliver successful outcomes.
  • Strong stakeholder engagement and communication skills, with the confidence to influence at all levels.
  • A proactive approach to continual improvement, using data and insight to enhance service quality, change effectiveness and user outcomes.
  • A collaborative leadership style, capable of building trusted relationships across multidisciplinary teams, suppliers and partners.
