JLA Resourcing Ltd. is seeking a Change & Adoption Analyst to support a large public sector digital transformation in East London on a hybrid basis. This interim role focuses on change, adoption and training around new digital solutions and workflows.
You will assess impacts, understand adoption needs, develop practical change plans, create training materials and deliver sessions via classroom, Teams and workshops. Coaching and hands-on user support are core to the role.
Location: East London - hybrid, typically 2 days per week onsite
Contract: Initial interim contract
Rate: Up to £450 per day on an Inside IR35 basis
We’re working with a large public sector organisation embarking on an ambitious, multi-year modernisation programme that will fundamentally change how services are delivered.
Technology, automation and AI will play a significant part in that transformation. As new digital solutions and ways of working are introduced, they now need a Change & Adoption Analyst who can work directly with users to make sure those changes are understood, adopted and embedded.
This is a hands-on role sitting between digital change, user adoption and training. You’ll work closely with operational teams and digital delivery colleagues, helping people understand what is changing, what it means for their day‑to‑day role and how they can get the best from new technology.
You’ll support the introduction of new digital solutions across a wide range of services, working with users before, during and after implementation.

The projects will be varied. You could be helping a frontline team adopt an AI‑enabled tool one month, supporting the rollout of a new workflow or case‑management process the next, or helping teams replace manual, spreadsheet‑heavy ways of working with more effective digital tools.
We’re looking for someone who enjoys the people side of technology change and is comfortable getting out into the organisation and working directly with users.
You could come from a Change Analyst, Digital Adoption, Technology Adoption or IT Training background. More important than your job title is your ability to combine change skills with practical, hands‑on user support.
You’ll ideally bring:
Formal change methodologies such as Prosci/ADKAR would be useful, but we’re more interested in practical experience of helping people successfully adopt technology than qualifications or methodology alone.
Previous local authority or public sector experience would be useful but is not essential. We’re equally interested in candidates who have supported digital adoption and technology‑enabled change within other large or complex organisations.
