Job summary

Newport City Council is seeking a Capital and Resource Officer on a part-time basis (22.5 hours) to lead capital projects, secure external funding, and manage budgets for community assets that support families and communities.

You will work with schools, community organisations and Welsh Government to deliver improvements, ensuring safe, accessible spaces and measurable outcomes for Newport residents. The role is fixed term until March 2028 with a focus on placing-based service delivery.

Behind every thriving family centre, community hub and early years setting is a network of people making sure the funding, buildings and resources are there to support local families. As Newport City Council's Capital and Resource Officer, you'll lead projects that improve and maintain the spaces where children, parents and communities access vital support. You'll secure investment, oversee capital projects and work with partners across the city to ensure our community assets continue to meet local needs. This is a role that combines project delivery, funding, partnership working and strategic thinking, all with a clear focus on improving outcomes for Newport residents.

Families rely on safe, welcoming and accessible spaces to access support, build connections and give their children the best start in life. But community assets do not improve by accident. Funding must be secured, buildings need investment and resources need careful planning. This role exists to make sure that happens. The decisions you make and the projects you deliver will help shape the future of placed based service delivery support services and community facilities across Prevention and Inclusion assets in Newport. Your work will help ensure public funding delivers real value, community spaces remain fit for purpose and local people can access the services they need, where they need them.

You'll lead the development and delivery of capital projects across our Prevention and Inclusion services, helping identify opportunities to invest in community buildings and secure external funding to bring projects to life. You'll help manage budgets, prepare funding bids, oversee premises-related projects and work closely with internal teams and external partners to ensure resources are used effectively. A key part of the role is bringing people together. You'll work with schools, community organisations, elected members, contractors and Welsh Government colleagues to develop solutions that meet local needs. You'll also use data, insight and project management expertise to identify opportunities, manage risks and ensure investment delivers meaningful outcomes for communities across Newport.

We're looking for someone who sees beyond buildings and budgets and understands the difference that well-planned investment can make to local communities. You'll be an organised and confident professional who can manage competing priorities, build strong relationships and turn ideas into deliverable projects. You'll have experience of working with budgets, funding, procurement or capital programmes, alongside the ability to communicate effectively with a wide range of stakeholders.
