About the job

This is a senior role within the School Organisation Programme, responsible for leading the development and delivery of complex school organisation proposals and ensuring compliance with relevant legislation, policies and procedures.

The post holder will manage stakeholder engagement, consultations and communications, working closely with schools, communities, elected members and partner organisations to support successful outcomes. They will provide strategic advice, oversee statutory processes, identify and manage risks, and contribute to the development of robust business cases and investment proposals. The role also leads the planning of sufficient nursery education places across Cardiff, working in partnership with maintained and non-maintained providers.

Working collaboratively across the Council and wider partnership forums, the post holder will support colleagues, promote legislative compliance and, when required, deputise for the School Organisation Programme Planning Manager.

What We Are Looking For From You

We are looking for a qualified and experienced professional with a strong track record of delivering high-quality services and managing change.

The successful candidate will have experience of leading complex projects and developing strategic proposals to meet statutory and organisational objectives. They will possess a detailed understanding of education legislation and policy in Wales and be able to ensure compliance with relevant legal requirements.

Strong communication and engagement skills are essential, together with experience of leading consultations and working effectively with a wide range of stakeholders. The role requires excellent project, resource and people management skills, including the ability to lead team colleagues and work collaboratively across organisational boundaries. Experience of developing evidence-based business cases and securing investment or funding will be advantageous.
