Job summary

Positive Employment is recruiting a Senior Business Analyst for a local government organisation in Guildford. The role focuses on expert business analysis and process improvement across Housing Improvement Programme workstreams to enhance compliance, service quality and customer satisfaction.

The temporary contract spans 6 months with hybrid working (2 days in the office). The post involves facilitating workshops, gathering requirements, and supporting system integrations and monitoring tools

Qualifications

  • Proven experience as a Senior Business Analyst, ideally in public sector/local government/housing/transformation.
  • Strong expertise in business process mapping, analysis and improvement.
  • Experience in user research and service design would be desirable.
  • Experience designing and implementing an assurance framework would be desirable.
  • Experience with Housing Services systems would be desirable.

Responsibilities

  • Facilitate workshops, stakeholder engagement sessions and user acceptance testing.
  • Gather, analyse and document business requirements, translating complex needs into clear, practical solutions.
  • Support development and improvement of compliance processes across housing-related areas (safety, quality, compliance).
  • Map and optimise end-to-end business processes across repairs, voids, lettings and other service areas.
  • Identify challenges, risks and opportunities to improve efficiency, cost control and turnaround times.
  • Translate regulatory requirements into effective processes, controls and procedures.
  • Develop monitoring tools and reporting mechanisms to support assurance and performance reporting.
  • Recommend system enhancements and process changes to improve service delivery.
  • Act as a link between stakeholders, service teams, project teams and technical colleagues.

Job description

Positive Employment is currently recruiting for a Business Analyst for our client, a local government organisation based in Guildford.

The successful post holder will provide expert business analysis and process improvement support across a range of Housing Improvement Programme workstreams, including safety, quality and compliance, repairs, voids and lettings, leasehold and tenancy management. They will translate complex regulatory and operational requirements into clear, efficient processes and controls, helping to improve compliance, service quality, operational efficiency and customer satisfaction.

This role is a temporary contract with an initial contract length of 6 months with the possibility to extend. Hybrid working with 2 days per week in the office.

Duties and Responsibilities but not limited to:
  • Facilitate workshops, stakeholder engagement sessions and user acceptance testing.
  • Gather, analyse and document business requirements, translating complex needs into clear, practical and deliverable solutions.
  • Support the development and improvement of compliance processes, including gas, electrical, fire safety, water hygiene, asbestos and lifts.
  • Map and optimise end-to-end business processes across repairs, voids, lettings and other key service areas.
  • Identify challenges, risks and opportunities to improve efficiency, cost control, quality and turnaround times.
  • Translate statutory and regulatory requirements into effective business processes, controls and operational procedures.
  • Support the implementation and improvement of compliance procedures.
  • Develop monitoring tools and reporting mechanisms to support assurance and performance reporting.
  • Recommend system enhancements and process changes to improve service delivery and operational outcomes.
  • Act as a key link between stakeholders, service teams, project teams and technical colleagues, ensuring clear and effective communication.
  • Support the testing, implementation and embedding of new processes, systems and solutions.
  • Maintain key business analysis artefacts, including process maps, requirements logs, standard operating procedures, RACI charts and benefits tracking.
  • Support the delivery of system integrations and assess their impact on business processes and service delivery.
  • Apply knowledge of system integrations and interoperability to support effective project delivery.
  • Analyse data, identify trends and use insight to inform process improvements and strategic decision‑making.
  • Work independently and collaboratively to manage multiple priorities and deliver high‑quality outputs within demanding timescales.
  • Undertake any other duties commensurate with the general level of responsibility of the post.
Personal Requirements:
  • Proven experience working as a Senior Business Analyst, ideally within a public sector, local government, housing or transformation environment.
  • Strong experience of business process mapping, analysis and improvement.
  • Experience in user research and service design would be desirable.
  • Experience designing and implementing an assurance framework would be desirable.
  • Experience working with systems used within Housing Services would be desirable.
  • Strong understanding of the challenges and opportunities facing local government and public services.
  • Experience gathering and documenting business and functional requirements.
  • Ability to facilitate workshops and effectively engage stakeholders at all levels.
  • Experience supporting user acceptance testing and the implementation of business and technology solutions.
  • Strong understanding of process improvement methodologies and the ability to translate complex requirements into practical solutions.
  • Highly developed analytical skills, with the ability to interpret data, identify trends and use insights to improve services.
  • Excellent communication, influencing and stakeholder management skills.
  • Confidence to work with stakeholders across multiple service areas and disciplines.
  • A proactive, self‑starting approach with a strong commitment to continuous improvement and better outcomes for residents.
  • Ability to work independently and collaboratively in a high‑pressure environment while managing conflicting priorities.
  • Knowledge of regulatory and compliance processes within housing services would be highly desirable.
Working Hours:

37 hours per week, Monday to Friday.

Pay:

£475.00 per day.
