Job summary

Manpower is seeking an experienced Bid Manager for our Belfast office, with occasional travel to Portadown. You will manage the full bid lifecycle across mechanical, electrical, energy, and renewable projects, delivering high-quality submissions for public and private sector opportunities.

You will lead bid writing, coordinate with SMEs and internal stakeholders, and ensure compliance with tender requirements. The role emphasises collaboration, meticulous content, and timely delivery.

Qualifications

• Proven experience in public sector bid management and bid writing is essential.
• Excellent time management and ability to work under pressure to meet deadlines.
• Strong organisational skills with accountability, integrity, reliability, and professionalism.
• Outstanding written and verbal communication and strong interpersonal skills.
• Ability to work independently and collaboratively with cross-functional teams.
• Full UK driving licence is required.

Responsibilities

• Manage the full bid lifecycle from opportunity review to submission and mobilisation.
• Lead preparation and submission of public and private sector bids per client specs.
• Produce clear, concise, persuasive bid content within deadlines.
• Review and enhance bid materials to maximise quality.
• Collaborate with SMEs and stakeholders to gather evidence and supporting docs.
• Ensure submissions comply with tender instructions and evaluation criteria.
• Prepare materials for bid presentations and interviews.
• Maintain and improve the bid library with case studies and CVs.
