Job summary

Manpower is seeking an experienced Bid Manager for our Belfast office, with occasional travel to other sites. You will manage and deliver high-quality bids across mechanical, electrical, energy and renewable installation and maintenance projects, writing compelling submissions for public and private sector opportunities.

You will lead bid lifecycle activities, collaborate with experts, and ensure compliance with tender requirements while supporting bid library development and team skill growth.

Qualifications

• Public sector bid management experience is essential.
• Excellent time management under tight deadlines.
• Strong organisational skills with professionalism and accountability.
• Excellent written and verbal communication abilities.
• Full UK driving licence.
• Proficient in Microsoft Office applications (Word, Outlook, Excel).

Responsibilities

• Manage the full bid lifecycle from opportunity review to submission and mobilisation.
• Lead preparation and submission of public and private sector bids, ensuring compliance with client specs.
• Produce clear, concise bid content within strict deadlines.
• Review, edit and enhance existing bid materials for quality and impact.
• Collaborate with subject matter experts to gather evidence and documentation.
• Ensure all submissions comply with tender instructions and criteria.
• Prepare supporting materials for bid presentations/interviews.
• Maintain and improve the bid library with case studies and profiles.
• Provide guidance to colleagues to develop bid-writing capabilities.
