Job Description

Who We Are

Fedcap is a not-for-profit organisation committed to improving people’s economic wellbeing. Delivering a range of employability programmes and services, we passionately believe that good work is part of a healthy life. In the past five years, we’ve supported more than 35,000 people across the UK back into work, helping families get out of poverty and improving their quality of life. We’re part of The Fedcap Group, a pioneering US-charity formed in 1935.

Your Role

As Bid Manager, you will lead the full lifecycle of high-value and strategic bid opportunities across a range of government-funded and commercial programmes. Reporting to the Head of Bids, you will manage the end-to-end process including bid planning, team coordination, content authoring, and submission.

This role will focus on multiple funding strands, including but not limited to Department for Work and Pensions (DWP), Department for Education (DfE), and Local Authority funding, requiring a nuanced understanding of varying commissioner expectations, delivery models, and compliance frameworks.

The successful candidate must also demonstrate experience in leveraging artificial intelligence systems within the tendering process, including prompt engineering to optimise outputs and support efficient, high-quality submissions.

Your Responsibilities

  • Project manage bids from opportunity qualification through to submission and handover, ensuring timelines, quality standards, and compliance requirements are met.
  • Author and edit compelling narrative responses, ensuring alignment to commissioner specifications, win themes, and Fedcap’s value proposition.
  • Lead and facilitate kick-off meetings, storyboarding sessions, and progress reviews to align teams around strategy and delivery plans.
  • Engage with internal subject matter experts across operations, finance, compliance, delivery, and partnerships to gather relevant input for content creation.
  • Develop and maintain structured bid plans, responsibilities matrixes (RACI), and risk registers throughout the bid lifecycle.
  • Maintain oversight of commercial elements including solution design, pricing narratives, and delivery models.
  • Collaborate with partner organisations and subcontractors to incorporate external content and commercial contributions.
  • Integrate and manage AI-based tools into the bid development workflow to enhance efficiency and quality.

Essential

Your Skills & Experience

  • Proven experience leading end-to-end bids in the public or third sector, ideally across employability, education, health, or justice contracts.
  • Strong bid writing skills, with a portfolio of successful responses authored for large-scale tenders.
  • Project management capability, including planning, coordination, and delivery of multiple simultaneous bids.
  • Excellent written communication—able to simplify complex information and tailor tone/style to varied audiences.
  • Highly organised and resilient, with the ability to manage tight deadlines and evolving priorities.
  • Experience working with internal stakeholders, SMEs, and partner organisations in bid development.
  • Practical experience using AI systems to support bid development processes.
  • Strong knowledge of prompt engineering and its application in AI-driven content generation for tenders.

Desirable

  • Knowledge of public sector procurement practices and frameworks (e.g., DWP, ESFA, MoJ).
  • APMP Foundation or equivalent bid/proposal management qualification.
  • Experience in collaborative bids or consortia.
