The Council of Europe Development Bank is implementing Murex MX.3 as its new Capital Markets System. The Murex Migration Lead will own end-to-end migration strategy from legacy systems to MX.3, ensuring data integrity and business continuity in a complex multi-country environment.
You will work across Front Office, Risk, Finance and IT, coordinating with implementation partners to deliver a secure, traceable transition and participate in mock conversions, tests and go-live activities.
Salary: €5,988.79 to €7,652.42 per month, tax-exempt, plus allowances and benefits based on eligibility
Contract: Initial 1-year contract (including a one-year probationary period) with the possibility of renewal one or more times up to six years

The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate from its 43 member countries. We finance investment and provide technical assistance in areas including education, health and affordable housing, with particular attention to vulnerable people and the social dimensions of climate change and the environment.
Technology is fundamental to delivering that mandate securely and effectively. Within the Corporate Services Directorate, the Information Technology Division provides the systems and solutions that support the Bank's operations and strategic objectives.
The CEB is now implementing Murex MX.3 as its new Capital Markets System as part of a core banking replacement project. We are looking for an experienced Murex Migration Specialist to lead a critical part of that transformation - ensuring the transition from legacy systems is secure, controlled and efficient, while protecting data integrity and business continuity.
As the Murex MX.3 Migration Lead, you will take ownership of the end-to-end migration strategy from legacy treasury and capital markets systems to MX.3.
This is a hands-on technical leadership role. You will drive the migration of trades, static and reference data, market data, counterparties and limits, historical transactions, and accounting and settlement-related data. Using Murex Migration Factory tools and accelerators, you will establish the migration rules, mapping, validation, reconciliation and data-quality controls needed to deliver an accurate and fully traceable transition.
You will also take the migration through its most critical stages - from mock conversions, testing and dry runs through to dress rehearsal, production cutover and post-go-live stabilisation.
Working across Front Office, Risk, Finance, Treasury, Operations and IT, as well as with Murex implementation partners, system integrators and third-party vendors, you will bring technical expertise and sound judgement to a complex transformation where continuity and control matter.
You should also have relevant experience delivering data migration and transformation initiatives within capital markets, treasury or investment banking, including experience of at least one end-to-end Murex MX.3 implementation, upgrade, migration or platform transformation programme. A good understanding of capital markets products and experience supporting complex cutover, go-live and stabilisation activities are also important.
It would be an advantage if you have experience with Temenos T24, particularly migration from T24 to Murex MX.3; experience within a multilateral development bank, development finance institution or public-sector financial institution; knowledge of relevant regulatory reporting and accounting frameworks; or Murex certification or recognised Murex implementation experience.
