The Council of Europe Development Bank (CEB) is implementing Murex MX.3 as its new Capital Markets System and seeks an experienced Murex Application Specialist to own the platform from implementation through production support.
You will work with Treasury, Finance, Risk Management and Operations to configure MX.3 to meet business needs, manage data, workflows and interfaces, and ensure security, stability and regulatory compliance.
Grade: A1/A2 - appointment may be made at a lower grade depending on the selected candidate's qualifications and professional experience
Salary: €5,988.79 to €7,652.42 per month, tax-exempt, plus allowances and benefits based on eligibility
Contract: initial four-year contract, including a one-year probationary period, with the possibility of renewal one or more times up to six years and conversion into an indefinite-term contract

The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate from its 43 member countries. We finance investment and provide technical assistance in areas including education, health and affordable housing, with particular attention to vulnerable people and the social dimensions of climate change and the environment.
Technology is fundamental to delivering that mandate securely and effectively. The CEB is implementing Murex MX.3 as its new Capital Markets System and is looking for an experienced Murex Application Specialist to help establish a robust, secure and scalable platform supporting Treasury, Funding, Risk Management and Operations.
This is an opportunity to take technical ownership of Murex across its lifecycle - from implementation and configuration through to integration, release and production support.
You will administer and configure MX.3, ensuring the platform remains available, stable and aligned with business requirements. Working closely with Treasury, Finance, Risk Management and Operations, you will translate business needs into effective system configurations and support new products, processes and regulatory requirements.
Your remit will span product and static data, workflows, market data, accounting, risk and reporting, as well as the interfaces connecting Murex to the Bank's wider technology environment. You will troubleshoot functional and data issues, coordinate releases and deployments, and support testing across development and production environments.
As the platform moves into operation, you will provide second- and third-level support, investigate root causes and develop sustainable solutions to recurring issues. You will also help improve and automate the platform over time, contributing to upgrades, new modules and continuous enhancement.
We're looking for someone who combines strong Murex expertise with an understanding of how capital markets systems need to perform in a live financial environment. You will need:
You should also have a good knowledge of financial instruments including money market, FX, fixed income, derivatives, repos and securities financing transactions, and experience working with business users, vendors and implementation partners in complex financial environments.
You will need excellent command of either English or French, both oral and written, and knowledge of the other, with a commitment to reach a good working level. Knowledge of another CEB Member State language would be an asset.
if you have experience with Murex modules covering Treasury and Funding, Front Office, Market Risk, Credit Risk, Collateral Management, Accounting, Operations and Settlements; knowledge of Unix/Linux environments and scripting; or familiarity with implementation methodologies and financial systems architecture.
