Venquis is seeking an experienced HSE Manager to join a major data centre construction programme in France. You will own the HSE plan on the client side and ensure contractors meet the program’s safety standards while interfacing with French regulators.

This permanent, hybrid role requires fluent French and strong English; you will coordinate across teams, manage incident investigations, and promote a culture of safety on site.

Qualifications

• Proven HSE management experience on large projects, preferably data centres.
• Strong knowledge of French HSE regulation, ICPE and the CSPS framework.
• Experience holding contractors to account on multi-contractor sites.

Responsabilités

• Develop and drive the project's HSE plan on the client side.
• Verify the HSE compliance of general contractors against best practice - including hyperscaler standards - and the client's own reference framework.
• Oversee cross-company safety coordination led by the CSPS and arbitrate co-activity situations.
• Validate work procedures and high-risk work permits: hot work, work at height, confined spaces, excavation and lifting.
• Monitor ICPE regulatory compliance of installations (generators, fuel tanks, cooling systems, fire suppression).
• Verify that safety inductions, toolbox talks and specific-risk training are actually being delivered.
• Carry out regular field inspections and audits, including PPE compliance checks.
• Lead accident and incident investigations using root cause analysis, and drive the lessons-learned loop.
• Manage relationships with the regulatory bodies: labour inspectorate, CARSAT and DREAL

HSE Manager - Data Centre Construction Programme

We are recruiting on behalf of our client for a permanent HSE Manager to sit on the client side of a major data centre construction programme, covering the substation, shared infrastructure and data centre buildings. The role is hybrid, combining regular site presence with remote working.
This is a client-side role: you will own the HSE plan and hold the general contractors to it, rather than deliver it for them. You will be the point of reference on safety for the project and its interface with the French regulatory authorities.

• Verify the HSE compliance of the general contractors (substation, shared infrastructure, data centres) against best practice - including hyperscaler standards - and the client's own reference framework

What we're looking for

• Proven HSE management experience on large-scale construction or industrial projects, ideally data centres, energy or heavy infrastructure
• Solid working knowledge of French HSE regulation, including ICPE and the CSPS/co-activity framework
• Experience holding contractors to account rather than working within a single contractor's organisation
• Fluent French and strong written and spoken English for an international client environment
• Relevant HSE qualification and the credibility to challenge senior site management
