The U.S. Mission in France is seeking an Engineering Inspector (Construction) in Marseille to oversee contractor activities and assure compliance with engineering drawings, specifications and safety standards.

This role sits within Overseas Buildings Operations and delivers high-quality diplomatic facilities. The Inspector will perform on-site inspections, document deficiencies, and collaborate with project teams to keep projects on schedule.

Qualifications

  • Excellent knowledge of construction inspection practices and safety procedures.
  • Strong knowledge of drawings, specifications and engineering documentation.
  • Ability to read and interpret construction drawings and technical specifications.

SUMMARY

The U.S. Mission in France is seeking eligible and qualified applicants for the Engineering Inspector (Construction) position in the Overseas Buildings Operations (OBO) section in Marseille. As a key member of the OBO construction management team, you will play a critical role in delivering safe, high-quality diplomatic facilities around the world. This role offers hands‑on experience at the intersection of engineering, quality assurance, and international construction management.

DUTIES AND RESPONSIBILITIES
  • Monitor and assess contractor construction activities on active job sites, ensuring work meets contract specifications, engineering drawings, and applicable safety and quality standards.
  • Conduct on‑site inspections across all phases of construction, verifying that materials, methods, and workmanship align with project requirements.
  • Identify and document deficiencies, working collaboratively with contractors and project teams to drive timely corrective action and maintain project momentum.
  • Track and report construction progress, providing project management with clear, actionable insights that support informed decision‑making.
  • Contribute directly to the successful delivery of U.S. Government construction projects that support American diplomacy and protect U.S. personnel overseas.
EMPLOYMENT CONDITIONS

Contract Type: Permanent Appointment (Indefinite subject to successful completion of probationary period)
Travel Required: Occasional local travel to construction sites and project locations
Location: Marseille, FR

Security Clearance: Non‑Sensitive‑Low Risk Public Trust security clearance required. All selected candidates will be subject to a background investigation and may be required to undergo a pre‑employment medical exam. Candidates must be able to begin working within twelve weeks upon receipt of agency authorization and/or clearances/certifications, or their candidacy may end.

QUALIFICATIONS
Education and Experience
  • Without substitution (grade 8): At least two (2) years of post‑secondary school in construction technology, engineering technology, architecture, or civil engineering is required. A minimum of three (3) years’ experience in construction inspection, construction supervision, building construction, engineering support, or related technical construction activities is required.
  • With substitution (grade 8): Secondary school plus a minimum of five (5) years’ experience in construction inspection, construction supervision, building construction, engineering support, or related technical construction activities is required.
  • Full performance (grade 8): Secondary school plus a minimum of five (5) years’ experience in construction inspection, construction supervision, building construction, engineering support, or related technical construction activities is required.
  • Training level (grade 7): Secondary school plus a minimum of two (2) years’ experience in construction inspection, construction supervision, building construction, engineering support, or related technical construction activities is required.

Additional Note: Employees hired at a training grade must complete 52 weeks of successful performance at the training grade to be eligible for the next grade, regardless of the experience level at entry on duty.

Languages
  • English: Limited knowledge – speaking/reading/writing.
  • French: Limited knowledge – speaking/reading/writing.
Job Knowledge
  • Excellent knowledge of construction inspection practices, building construction techniques, and construction quality control procedures.
  • Excellent knowledge of construction drawings, technical specifications, and engineering documentation used in building construction projects.
  • Excellent knowledge of construction safety practices and occupational safety procedures used on construction sites.
Skills and Abilities

Ability to read and interpret construction drawings and technical specifications. Ability to identify construction deficiencies and verify compliance with engineering requirements. Ability to communicate effectively with contractor personnel and project management staff. Ability to prepare clear written inspection reports and documentation. Ability to perform field inspections and observe construction activities in a construction environment.

  • Annual gross salary includes profit‑sharing allowance, vacation allowance, bonus allowance, and the “Comité d’Entreprise” allowance.
  • Meal tickets: face value of EUR 8.25 per day. 60% paid by the U.S. Government, employee contributes EUR 3.30 per ticket. 202 workdays per year.
  • Transportation: Reimbursement of 50% of cost of public transportation passes purchased for commuting purposes.
  • Holidays: Eleven U.S. holidays per year and up to ten French holidays.
