The Council of Europe Development Bank (CEB) seeks a Country Manager to implement loan and project financing policy, including blending operations with the EU and other multilateral institutions. Qualifications

• University degree in economics, business or public administration, finance or equivalent.
• At least five years of relevant professional experience.
• Experience blending loans and grants and field experience in CEB target countries.
• Strong financial statement analysis, lending and negotiation skills.
• Familiarity with project due diligence, sector knowledge, legal considerations, procurement rules.

Responsabilités

• Identify opportunities for projects with high social value and build relationships with borrowers and authorities.
• Assess technical, managerial, financial, environmental and social dimensions of potential projects and draft robust financing proposals.
• Coordinate projects through their lifecycle: documentation, contracts, disbursements, and monitoring.
• Draft and present project reports to the Administrative Council and represent the Bank at workshops and conferences.
• Manage consultants from needs through selection and monitoring.
• Contribute to strategic documents and working groups supporting the division and strategic framework.
