The Council of Europe Development Bank (CEB) is seeking a Country Manager to implement loan and project financing policy and blend operations with the EU and other multilateral institutions. Based in Paris, you will lead appraisal, financing and monitoring of bankable social investment projects and coordinate with national authorities and partners.

The ideal candidate holds a postgraduate degree in economics/finance, at least 5 years in banking or project financing, strong due diligence,

Qualifications

• University degree is required in economics, business, public administration, finance or a related field (postgraduate preferred).
• Minimum of 5 years' experience in banking, project financing or financial management within a financial institution, international organization, development organization, engineering/construction firm or consulting firm.
• Experience in blending loans and grants and field experience in CEB's Target Group countries is highly valued.
• Excellent analytical writing and strong familiarity with development banking; ability to supervise third‑party consultants is a plus.
• Fluency in English or French, with knowledge of the other official language.

Responsabilités

• Identify financing opportunities with high social added value and manage cooperation with authorities and other actors.
• Analyze financial, environmental, social and technical aspects of projects.
• Coordinate project preparation and implementation: financing proposals, documents, contracts, disbursements and monitoring.
• Draft and present project reports for the Administrative Council; represent the CEB at events.
• Manage consultants, including terms of reference, selection, contract negotiation and monitoring.
• Contribute to cross-cutting tasks and strategic documents within the project cycle.
