The Council of Europe Development Bank (CEB) in Paris seeks a Junior Advisor to support front office activities. You will report to the Director of EO/Chief of Staff and collaborate with colleagues in the Executive Office and across the Bank.

Ideal candidates hold an advanced degree in Economics with international macro-economics focus and 2–3 years in policy research. Excellent English writing and presentation skills are required for fast-paced work.

Qualifications

  • Advanced university degree in Economics or related field with a sound theoretical background in international macro-economics, policies and development.
  • 2–3 years of professional experience in a policy-oriented research institution or international institution, such as a Multilateral Development Bank.
  • In-depth knowledge of development finance institutions and of international and European affairs.
  • Excellent analytical and research skills, and ability to learn new topics quickly and present findings concisely.
  • Outstanding writing and presentation skills in English.
  • Ability to work in a fast-paced environment under tight deadlines.
  • Ability to manage multiple tasks in a flexible and effective way.
  • Capability to cooperate with colleagues with an open-minded team spirit.
  • Excellent command of English or French, and knowledge of the other language.

Responsabilités

  • Contribute to the preparation of the Governor’s interventions on economic, financial and social issues relevant for the Bank, including briefing notes, talking points, speeches, and presentations for meetings, monitoring current developments and global trends.
  • Contribute to strategic projects of interest for the EO.
  • Provide operational support for the daily activities of the Executive Office Directorate, follow research activities of peer Multilateral Development Banks and other relevant institutions.
  • Cooperate with the Communications Unit on matters of interest to the Executive office.

The Council of Europe Development Bank (CEB) is a multilateral development bank with anexclusively social mandate from its 43 member countries. The CEB finances investment and providestechnical assistance in social sectors such as education, health and affordable housing, whilefocusing on the needs of vulnerable people, as well as on the social dimensions of climate change

and the environment.

The Executive Office (EO) provides support to the CEB’s internal governance and identifies strategic development and business transformation opportunities to broaden the CEB’s strategic perspectives and ensure a better delivery of its mandate. It supports the Governor in his leadership role, coordinates with Appointed Officials (the Governor and Vice-Governors),

and liaises with the Secretariat of the Partial Agreement of the Council of Europe and the Bank’s collegial organs.

The Executive Office is looking for a Junior Advisor to assist with front office activities. S/he will report to the Director of EO/Chief of Staff and work in close collaboration with colleagues in the Executive Office and across the Bank.

FUNCTIONS
Main Responsibilities:
  • Contribute to the preparation of the Governor’s interventions on economic, financial and social issues relevant for the Bank (including with briefing notes, talking points, speeches, and presentations for meetings), monitoring current developments and global trends to this end.
  • Contribute to strategic projects of interest for the EO.
  • Provide operational support for the daily activities of the Executive Office Directorate, Follow research activities of peer Multilateral Development Banks and other relevant institutions on matters of interest of the Executive Office.
  • Cooperate with the Communications Unit on matters of interest to the Executive office in the areas of competence.
PROFILE
Academic background:
  • An advanced university degree in Economics or related field with a sound theoretical background in international macro-economics, policies and development.
Professional background:
  • At least 2 to 3 years of professional experience in a policy-oriented research institution or international institution, such as a Multilateral Development Bank.
  • In-depth knowledge of development finance institutions and of international and European affairs. A good understanding of the international development discourse, and of the key fora and agreements in this sphere.
  • Excellent analytical and research skills, and ability to learn new topics quickly and present findings in a concise and clear way.
  • Outstanding writing and presentation skills in English.
  • Ability to work in a fast-paced environment under tight deadlines.
  • Ability to manage multiple tasks in a flexible and effective way
  • Capability to cooperate with colleagues with an open-minded team spirit.
  • Ability to think strategically.
  • Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.

EMPLOYMENT CONDITIONS

1) The CEB offers an initial 1-year appointment (corresponding to the one-year probationary period), wi th the possibility of renewal one or more times up to a maximum of six years.

2) Grade and salary:

  • Grade A1
  • Depending on level of experience, monthly salary range starts from 5 988.79 EUR, plus allowances based on eligibility, exempt of French income tax.
  • Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
  • Grades are established without any discrimination (including gender discrimination)

As an international financial institution, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* based on family / personal situation, and medical and personal insurance. Staff members benefit from a contributory pension plan which provides them with either a pension or a leaving allowance.

*Exact benefit package to be determined based on selected candidate’s personal situation:

  • basic family allowance
  • dependent child supplement
  • additional dependent child supplement for a single-parent family
  • supplement for a disabled and dependent parent
  • supplements for a disabled or severely disabled child
