U.S. Air Forces, Europe seeks a first-level supervisor for the Child Development Center and School Age Care programs at Ramstein.
The incumbent will plan, direct, organize, and exercise control over non-supervisory staff while ensuring developmentally appropriate care and instruction for children and youth. This position requires immunization compliance, ACIP vaccinations, and the ability to pass drug testing.
The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to Child Development Center or School Age Care Program while ensuring the staff provides appropriate developmental care and instruction for children and youth in Child and Youth Program(CYP).
Continuation of Conditions of Employment: Position is subject to immunization requirements as a condition of employment for working with children and youth. Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory committee on Immunization Practices (ACIPT), which includes the influenza vaccine. This position has been a designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Deman Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by the employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Certificate in first aid and cardiopulmonary resuscitation is required. Must be 18 years of age and possess a high school diploma or equivalent. The incumbent serves as a mandated reporter as prescribed by local policy in the case of suspected incidences of child abuse and neglect. At a minimum, meet qualification requirements stipulated by the US Office of Personnel Management for the 1701 occupational series. This is a Centrally Manage position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a degree in Child Development or Early Childhood Education. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION - Applicant has a combination of education and experience which includes Courses equivalent to a major in Child Development or Early Childhood Education plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described. NOTE: You must submit a copy of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes developing curricula for the physical, emotional, social, and cognitive development of children from infancy through school-age in all installation child development program; implementing a training program for childcare providers and other staff; knowledge of early childhood development principles, practices, philosophy, and techniques; knowledge of education and training techniques such as instruction, development and evaluation of curricula, and instructional material and aids. OR EDUCATION: Applicant has successfully completed two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in child development or early childhood education. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has a combination of specialized experience and education as described above. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
