Kotkan city’s Welfare and Employment Region, in the Etelä-Kymenlaakso Employment Area’s service unit, is recruiting for a temporary Service Manager starting 16 September 2026 or by agreement. The temporary post lasts until 31 December 2026. The position may be re-advertised publicly and filled permanently from the beginning of 2027. The Employment Area is responsible for statutory employment services for jobseekers and employers in the region, with over 100 specialists across the unit. The Service Manager acts as the immediate supervisor of the Shared Services unit and is responsible for leading the unit’s operations and services in accordance with the legislation governing the tasks and services defined for the employment authority, and for related regulations. The unit includes front desk and advisory services, psychologists, mobile staff and related professionals.

Success in the role requires strong interpersonal skills, resilience, and the ability to understand the big picture, as well as experience and insight in customer service, information dissemination and marketing tasks. Knowledge of public decision-making processes and familiarity with the employment authority’s legislation and interpretive skills are helpful.

Working hours are 36.25 hours/week with partial remote work possible. The position includes a one-month trial period. The selected candidate must present a health certificate before the appointment is confirmed. Interviews may begin during the application period.
