UNDP Bonn is seeking a Programme Analyst to provide data-driven analyses and coordinate integrated programme support across the Quality and Impact Hub. You will work with BPPS HQ colleagues, Regional Bureaus, VF Secretariats and external partners to address programme and operations issues and ensure high-quality service delivery.

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP's policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.
Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP's Strategic Plan. BPPS's staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government, and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP's Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP's development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data-driven, including in its programme support efforts.
The Quality and Impact Hub aims to expand UNDP's value position as an accountable, transparent and therefore trusted and neutral development partner. The Impact Hub serves as the corporate custodian and strategist driving continual improvement of UNDP's institutional architecture that guides UNDP programming. The Impact Hub leads changes in UNDP policy instruments and quality assurance approaches to enable UNDP programming - spanning all funding sources, including core, non-core, and Vertical Funds (VFs) - that is risk-informed, agile, results-focused, and integrates social and environmental risks and opportunities. The Impact Hub brings together two existing units in BPPS: the Vertical Fund Hub (VF Hub), and the Quality Programming Team (QPT - including the Social and Environmental Team (SES) Team) to be the central pillar of trust and transparency in UNDP.
By consolidating policy custodianship, quality assurance, risk management, and results oversight, the Impact Hub will be better able to support UNDP in achieving higher accountability, fostering greater trust with partners, reducing fiduciary risks, being more adaptable, and achieving greater developmental quality and impact. A renewed focus on fit-for-purpose and relevant policies will enable and steer UNDP into new partnerships with the private sector, with IFIs, and with the VFs. The Impact Hub will also institutionalize quality assurance and oversight into UNDP, where risk management, results assurance, and policy coherence operate seamlessly through digital systems, enabling evidence-based decision-making and learning across all UNDP programming. The Impact Hub will drive continuous improvement internally while learning from external engagements with the UNDP Executive Board and Boards of the Vertical Funds amongst others to ensure UNDP remains fit-for-purpose, dynamic, agile and relevant in an ever-changing international development landscape. The Quality and Impact Hub will continue to lead UNDP's accountability and engagement with the VFs and ensure UNDP VF programming complies with VF policies and requirements, as well as continue to provide financial oversight of VF programming to ensure VF funds are used for their intended purpose as required by the VFs and VF fiduciary management, reporting and auditing as mandated by the VFs.
The Programme Analyst will work under the direct supervision of the Director, Quality and Impact Hub to provide data-driven analyses, including on VF performance and resource mobilization, operational support and coordinate integrated programme support across the three sub-teams of the Quality and Impact Hub. The Programme Analyst will work in close collaboration with BPPS HQ colleagues, Regional Bureaus, VF Secretariats and other teams/bureaus and external partners, where required, to address programme-related and operations-related issues and to ensure consistent and high-quality service delivery.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
