Organizational context: The United Nations Development Programme (UNDP) supports integrated programmatic, policy, and financing solutions for the Sustainable Development Goals (SDGs). The Governance, Rule of Law, and Peacebuilding (GRP) Hub, a joint initiative with the Bureau for Policy and Programme Support (BPPS) and the Crisis Bureau (CB), enhances UNDP's impact in these areas. The Local Action Team within the GRP Hub collaborates with local governments to deliver integrated solutions and improve community lives.

Job purpose: The Operations and Quality Assurance Specialist will lead the operations of the SDG Local Action project, ensuring high efficiency in strategy development, procurement planning and execution, finance, human resources, administration, and contract management. This role provides critical operational and procurement guidance to ensure effective implementation of project activities and support for the Mayors Challenge. The specialist will work directly with local governments and partners, offering oversight, project management, and administrative support. The position requires a portfolio approach, fostering collaboration across multidisciplinary teams to achieve strategic goals and enhance horizontal collaboration within UNDP.

Responsibilities: Lead SDG Local Action project operations, providing advice and quality control for contracts, purchase orders, and related issues. Manage the procurement cycle, including needs anticipation, risk assessment, mitigation strategies, vendor selection, and post-award vigilance. Ensure compliance with UN/UNDP financial and procurement regulations, establishing effective internal controls. Coordinate finance, HR, and administrative operations for the project. Manage procurement processes for the Mayors Challenge, developing procurement plans, bid documents, and evaluation criteria. Advise cities on procurement strategies, including sustainable and digital initiatives. Facilitate knowledge building on local public procurement and PPP management, supporting cities in improving their systems and organizing training. Provide project management guidance and quality assurance, promoting institutional knowledge exchange.

Education: An advanced university degree (Master's) in Business Administration, Procurement, Law, Finance, or a related field is required. A Bachelor's degree with additional qualifying experience is also considered. CIPS Level 4 certification is highly desirable and should be obtained within one year if not held at the time of application.

Work experience: A minimum of 7 years (with Master's) or 9 years (with Bachelor's) of progressive experience in public, government, or UN procurement management is required. Experience in purchasing methods, technical specifications, sourcing goods/services, analyzing procurement needs, finance, HR, administration, and computer software packages is essential. Experience managing teams and working with local governments is desired.
