Aufgaben

• Manage subcontract lifecycle: formation, administration and closeout per project procedures.
• Form and issue ITB packages, evaluate bids, hand over formation files.
• Maintain electronic subcontract files in EDMS.
• Monitor submittals and correspondence; close out action items on time.
• Verify insurance coverage and performance securities before mobilization.
• Coordinate with Construction/Engineering/Project Controls on provisions, savings and claims.
• Administer change process; review change orders and technical queries for commercial issues.
• Coordinate progress payments and entitlement issues.

Required Knowledge and Qualifications

• 5-7+ years experience in subcontracts/procurement administration


• Experience on major construction or infrastructure projects; mission-critical or data-center experience an advantage


• Fluency in Turkish and English or German


• Sound understanding of construction industry and of subcontract formation, administration and closeout


• Experience and good command of ENKA’s company document control system EDMS


• Strong negotiation skills and commercial/claims awareness


• Understanding and use of proper business ethics


• Proactive rather than reactive; positive attitude; able to guide junior administrators


• International work experience preferred

Main Duties and Responsibilities

• Manage assigned subcontractors across their full lifecycle; formation, administration and closeout, in accordance with the project’s Subcontract Management procedures


• Subcontract formation: review service requisitions for completeness, prepare bidder lists, compile and issue ITB packages, process all ITB correspondence, complete commercial and combined bid evaluations, present recommendations to Project Management, and hand over formation files to assigned administrator


• Maintain all electronic subcontract files in an orderly, organized manner


• Monitor correspondence and submittals in the EDMS; ensure replies are sent and received and action items are closed out on time; expedite subcontractor reports and submittals


• Verify acceptable insurance coverage and performance securities are obtained before subcontractor mobilization


• Interface with and train Construction, Engineering and Project Controls teams on subcontract provisions and compliance, and identify opportunities for savings, schedule relief and claim avoidance


• Administer the change process for assigned subcontracts, support preparation and negotiation of changes, administer Change Notices and Variation Orders, and review Technical Queries and Daily Reports for commercial issues


• Coordinate the review and approval of subcontractor progress payments and interrogate payment requests for entitlement issues


• Close out assigned subcontracts in accordance with project procedures
