Organizational context: The Office of the High Commissioner for Human Rights (OHCHR) in Geneva, Switzerland, seeks a Programme Planning Officer. This role is situated within the Strategic Planning, Programme Management, Evaluation and Change Service (SPECS). The officer will report to the Senior Programme Management Officer, operating under the overall guidance of the Chief of SPECS.
Job purpose: The Programme Planning Officer is responsible for coordinating the preparation of key strategic documents, including the High Commissioner's Plan of Action and the Strategic Management Plan. This involves designing these plans, coordinating their drafting with implementing units and administration, and establishing processes for OHCHR's programme of work. The role also entails developing the Programme Plan requested by the General Assembly, analyzing proposed work programmes for alignment with strategic objectives, and advising senior management on resource implications and consistency across programmatic, budgetary, and organizational structures. Furthermore, the officer contributes to programmatic and human rights policy development by facilitating situation analyses and supporting the formulation of internal and external policy positions.
Responsibilities: The Programme Planning Officer coordinates the preparation of the High Commissioner's Plan of Action and Strategic Management Plan, including designing the plan, coordinating its drafting with relevant units and administration, and establishing timelines for programme work. This ensures coherence across OHCHR units and the production of strategic and annual work plans, with the officer providing guidelines and technical support. The role involves leading the development of the Programme Plan, analyzing work programmes for strategic alignment, and advising senior management on resource implications and consistency. The officer also contributes to programmatic and human rights policy development by supporting situation analyses and the formulation of internal and external policy positions, providing a strategic perspective to other work units.
Education: An advanced university degree (Master's or equivalent) in management, political science, public administration, international relations, or a related field is required. Alternatively, a first-level university degree with two additional years of relevant work experience may be accepted.
Work experience: A minimum of seven years of progressive experience in planning, monitoring, programme evaluation, and management issue resolution is required. This includes at least five years in human rights or development, and five years in project/programme management and strategic planning at the international level. Experience with results-based management and UN planning tools is also required. Data analytics experience is desirable.
