Organizational context: This Human Resources Officer position is based in Geneva within the Office of the High Commissioner for Human Rights (OHCHR), specifically in the Programme Support and Management Services, Human Resources Management Section. The role reports to the Head of the Recruitment Unit, contributing to the effective functioning of HR operations within the organization.
Job purpose: The Human Resources Officer is responsible for providing comprehensive HR advice and support to managers and staff, ensuring adherence to policies, regulations, and rules. Key functions include managing the recruitment and placement process, from identifying vacancies and screening applications to conducting interviews and presenting cases to appointment bodies. The role also involves developing and implementing staff development and career support programs, including induction, performance management, and training initiatives. Additionally, the officer advises on staff welfare, classification, and contributes to policy development and data analysis for informed decision-making, ensuring efficient and effective HR service delivery.
Responsibilities: Provide expert advice and support to managers and staff on all human resources matters, including policy interpretation and application. Manage the full recruitment and placement cycle, identifying vacancies, preparing announcements, screening applications, shortlisting candidates, conducting interviews, and presenting cases to relevant bodies. Monitor and evaluate recruitment activities, recommending procedural improvements. Design, plan, and implement staff development and career support programs, including induction, mobility advice, and performance management support. Assess training needs and deliver relevant training programs. Counsel staff on rights, responsibilities, and work-related issues. Conduct job classification analysis and provide guidance to program managers. Assist in developing policy papers and briefing notes. Collect and analyze HR data to identify trends and support data-driven decision-making.
Education: An advanced university degree (Master's or equivalent) in human resources management, business/public administration, social sciences, or a related field is required. Alternatively, a first-level university degree with two additional years of qualifying work experience may be accepted.
Work experience: A minimum of five years of progressive experience in human resources management or administration is required. This includes at least two years managing full-cycle recruitment, advising on HR policies and procedures, and experience with targeted outreach strategies. Experience in data analytics is desirable.
